First, after the establishment of the owners' congress and the industry committee, the industry committee will open a special account for maintenance funds in the property management area in the bank that runs the maintenance fund business according to the resolution of the owners' congress. An industry committee can only open a special account for maintenance funds in one bank. After the account is opened, the bank where the account is opened may not be changed in principle. If it is really necessary to change, it must be approved by the owners' meeting.

The owners' meeting must make a resolution in accordance with the Notice on Printing and Distributing the Administrative Measures for the Use of Special Maintenance Funds in Beijing (for Trial Implementation) (J.G.W. [2006] No.2) and the Notice on Forwarding the Rules of Procedure of the Owners' Meeting of the Ministry of Construction and Related Issues (J.G.D. [2003] No.949).
