Chapter I General Provisions Article 1 In order to strengthen the administration of city appearance and environmental sanitation and create a clean, beautiful and civilized city environment, these Regulations are formulated in accordance with the Regulations on the Administration of City Appearance and Environmental Sanitation and relevant laws and regulations, and in light of the actual situation of this Municipality. Article 2 These Regulations shall apply to administrative streets within the administrative area of this Municipality, urban built-up areas where the Town People's Government is located and other areas where urbanization management is implemented.

The specific scope of the urbanization management area outside the urban built-up area where the administrative streets and town people's governments are located shall be delineated and promulgated by the people's governments at the county level. Article 3 The management of city appearance and environmental sanitation shall follow the principles of unified leadership, territorial management, regional responsibility, professional service, public participation and social supervision. Article 4 The people's governments at the city and county levels shall strengthen their leadership over the management of city appearance and environmental sanitation, incorporate the management of city appearance and environmental sanitation into the national economic and social development plan, incorporate the required funds into the annual fiscal budget at the corresponding level, strengthen the construction of city appearance and environmental sanitation facilities, and improve the level of public services. Fifth city and county administrative departments of city appearance and environmental sanitation shall be responsible for the management of city appearance and environmental sanitation within their respective administrative areas.

Development and reform, finance, urban and rural planning, land and resources, environmental protection, health and family planning, housing and urban and rural construction, industry and commerce, ocean and fisheries, transportation, public security and other relevant departments shall, according to their respective responsibilities, do a good job in the management of city appearance and environmental sanitation.

Street offices and town people's governments are responsible for the management of city appearance and environmental sanitation in their respective jurisdictions.

Neighborhood (village) committees shall assist neighborhood offices and town people's governments to carry out the management of city appearance and environmental sanitation, timely discover and report the problems existing in the city appearance and environmental sanitation work within their respective jurisdictions, and cooperate with relevant departments to deal with them. Article 6 In the areas where comprehensive law enforcement of urban management is implemented, the administrative penalties stipulated in these Regulations and the administrative compulsory measures related to administrative penalties shall be implemented by the comprehensive law enforcement department of urban management according to law; Other areas shall be implemented by relevant departments according to law. Article 7 Urban management comprehensive law enforcement departments and relevant departments shall enforce the law in a legal, standardized, fair and civilized manner, strengthen the standardization of law enforcement subjects, law enforcement procedures, law enforcement documents, law enforcement teams, law enforcement supervision and assessment, and implement the law enforcement responsibility system and the administrative fault accountability system. Article 8 The people's governments at all levels in this Municipality shall strengthen the publicity and popularization of city appearance and environmental sanitation, encourage grassroots mass autonomous organizations, social organizations and environmental sanitation volunteers to publicize city appearance and environmental sanitation laws and regulations and relevant scientific knowledge, and create a good atmosphere for maintaining city appearance and environmental sanitation.

Education administrative departments and schools should incorporate the knowledge of city appearance and environmental sanitation into school education, organize students to carry out practical activities of city appearance and environmental sanitation education, and cultivate students' awareness of environmental sanitation.

Newspapers, radio, television, Internet and other mass media shall arrange the contents of public welfare propaganda on city appearance and environmental sanitation, and supervise the illegal acts of city appearance and environmental sanitation by public opinion. Article 9. Advocate and encourage neighborhood committees to organize residents to formulate residents' conventions on maintaining city appearance and environmental sanitation (village rules and regulations), mobilize residents to actively participate in maintaining city appearance and environmental sanitation, and create a clean, beautiful and civilized living environment. Tenth encourage and support the scientific and technological research of city appearance and environmental sanitation, popularize the use of advanced equipment and technology, guide social capital to participate in the construction and operation of environmental sanitation facilities, and promote the marketization and specialization of city appearance and environmental sanitation services. Eleventh units and individuals have the right to enjoy clean and beautiful city appearance and environmental sanitation, and have the obligation to maintain clean and tidy city appearance and environmental sanitation and care for environmental sanitation facilities.

Units and individuals who find illegal acts that affect the city appearance and environmental sanitation can report to the administrative department of city appearance and environmental sanitation, which shall promptly investigate and deal with the reported acts according to law and keep the informants confidential; If you report it in real name, you should reply in time.

The administrative department of city appearance and environmental sanitation shall set up a reporting telephone and reporting network platform, and make it public. Twelfth units and individuals shall respect the work of the city appearance and environmental sanitation staff, and shall not hinder or obstruct the city appearance and environmental sanitation staff from performing their official duties.

Units and individuals shall support the construction of environmental sanitation facilities. Thirteenth people's governments at all levels in this Municipality shall commend and reward the units and individuals that have made outstanding contributions in the work of city appearance and environmental sanitation. Chapter II Area of Responsibility for City Appearance and Environmental Sanitation? Fourteenth city appearance and environmental sanitation management should implement the responsibility area management system, and the responsible person in the responsibility area shall be determined in accordance with the following provisions:

(a) urban roads, public squares, urban green space, by the management unit;

(two) roads, bridges, railways and other transportation facilities, the management unit is responsible for;

(three) the management scope of rivers, lakes, reservoirs, ponds and other waters and their dikes shall be the responsibility of the management unit;

(four) the management unit is responsible for the protection of lakes, beaches and slopes in clear lake city;

(5) The management unit shall be responsible for the operation scope of sea surface, beach, slope protection and wharf in coastal waters;

(six) all kinds of ships sailing or berthing in urban waters shall be in charge of the ship management department;

(seven) tourist areas and tourist attractions, cultural stadiums (gymnasiums), entertainment venues, stations, ports, docks and parks and other public places, by the management unit;

(eight) shops (fields), markets, restaurants, hotels, individual shops, stalls and other business units, by its management;

(nine) within the scope of organs, organizations, troops, enterprises and institutions, the unit is responsible for;

(ten) the implementation of property management in residential areas, the property management unit is responsible for; The residential quarters and inner streets and alleys that have not implemented property management shall be in charge of the local sub-district office or the town people's government;

(eleven) construction land, construction projects are not sold by the construction unit, the land to be built is responsible by the land use right holder, and the government reserve land is responsible by the management unit;

(twelve) public toilets, garbage transfer stations and other public health facilities, the management unit is responsible for;

(thirteen) newsstands, telephone booths, bus shelters, advertisements, pipelines and other outdoor facilities. , by the property unit is responsible for.

In accordance with the provisions of the preceding paragraph, the area with unclear responsibilities shall be determined by the local sub-district office and the town people's government according to the actual situation.
