Regulations on the Administration of Town Gas

Article 15; The state implements a licensing system for gas business. Enterprises engaged in gas business activities shall meet the following conditions:

(a) in line with the requirements of gas development planning;

(2) Having fuel gas sources and fuel gas facilities that meet the national standards;

(3) Having a fixed business place, a sound safety management system and a sound business plan;

(four) the main person in charge of the enterprise, the safety production management personnel and the operation, maintenance and overhaul personnel have passed the professional training and examination;

(5) Other conditions stipulated by laws and regulations.

If the conditions specified in the preceding paragraph are met, the gas management department of the local people's government at or above the county level shall issue a gas business license.

The applicant shall go through the registration formalities with the administrative department for industry and commerce according to law with the gas business license.

Sixteenth individuals are prohibited from engaging in pipeline gas business activities.

Individuals engaged in bottled gas business activities shall abide by the relevant provisions of provinces, autonomous regions and municipalities directly under the central government.

Article 17? ; Gas operators shall continuously, stably and safely supply gas that meets the national quality standards to gas users, guide gas users to use gas safely and economically, and conduct regular safety inspections on gas facilities.

Gas operators shall publicize information such as business processes, service commitments, charging standards and service hotlines, and provide services in accordance with national gas service standards.

Eighteenth gas operators shall have the following acts:

(1) Refusing to supply gas to the units or individuals that meet the gas use conditions within the coverage of the municipal gas pipeline network;

(two) reselling, mortgage, lease, lend, transfer, alter the gas business license;

(three) did not fulfill the necessary obligation to inform to stop or adjust the gas supply, or closed down without approval;

(4) Providing gas for business operations to units or individuals that have not obtained a gas business license;

(five) storing gas in places that do not have safety conditions;

(6) Requiring gas users to purchase products designated by them or accept services provided by them;

(seven) filling gas for non-owned gas cylinders without authorization;

(8) selling bottled gas that has not been filled by the filling unit or selling bottled gas filled by the filling unit to non-owned gas cylinders without authorization;

(nine) engaged in gas business and service activities under the guise of other enterprise names or logos.

Article 35? Gas operators shall, in accordance with the relevant national engineering construction standards and safety production management regulations, set up protection devices and safety warning signs for corrosion protection, insulation, lightning protection, voltage reduction and isolation of gas facilities, and conduct regular inspection, testing, repair and maintenance to ensure the safe operation of gas facilities.

Gas users and relevant units and individuals shall not have the following acts:

(a) unauthorized operation of public gas valves;

(two) the gas pipeline as a bearing bracket or grounding lead;

(three) the installation and use of gas burning appliances that do not meet the requirements of gas sources;

(four) unauthorized installation, modification and removal of indoor gas facilities and gas metering devices;

(five) the use and storage of gas in places that do not have safety conditions;

(6) Misappropriation of gas;

(seven) change the use of gas or switch to gas.
