The reporter learned from the Municipal Bureau of Land Resources and Housing that the Dalian Residential Property Service Standard (T/DLWYXH 00 1-20 18) has been officially implemented recently.
This is the first group standard in the city's property service industry that has passed the audit of the Quality Supervision Bureau. Dalian will fully implement service standards throughout the city, and gradually form a benign operation mode of government management, association implementation, enterprise service and owner payment according to standards.

It indicates that there is a clear technical guidance standard for the classification of residential property services in this city, which can guide property enterprises to carry out standardized services, standardize the service behavior of the property industry, improve the quality of property services, establish a property service charging mechanism that is "consistent with quality and price" and reduce property service disputes.
Under the supervision and guidance of the Municipal Bureau of Land and Housing Management and the Municipal Bureau of Quality Supervision, the standard has been published by Dalian Property Management Association in the form of group standard on the national standard information service platform on August 22, 2008.
It is understood that the standard will guide development and construction units, property service enterprises and owners to choose format clauses as service contents in newly signed property service contracts. For residential areas where the original property service contract has not expired, the property service enterprise shall refine and clarify the service content level in accordance with the agreed content of the property service contract and the current property charging standard in the residential area, and publicize it in the residential area.
According to the Dalian Residential Property Service Standard, the price departments at all levels will work with the property administrative departments to formulate the guiding standards for property service charging levels (including the basic property service charging standards for old residential areas), which will provide reference for property service enterprises and owners to determine service items and charging standards and promote the implementation of property service quality and price consistency.
