In order to comprehensively deepen the reform of "simplifying administration and decentralizing power, strengthening supervision and improving services" and solidly carry out the action of reducing licenses and facilitating people, the municipal government decided to cancel 69 certification items set by municipal government regulations and normative documents (see annex for the specific catalogue), so as to effectively facilitate people's work and enterprise production and operation.

The people's governments of all districts and counties (autonomous counties), the municipal government departments and relevant units shall strictly implement the certification list management system, and shall not require the masses and enterprises to provide other certification materials except the certification items explicitly reserved by the state and the municipal level. Conscientiously implement the management measures after the cancellation of certification items, revise and improve relevant documents and service guides, announce them to the public in a timely manner and do a good job in publicity and explanation to prevent a "vacuum" in management and service and ensure a smooth transition. It is necessary to strengthen supervision and inspection, and promptly correct and investigate those who illegally increase certification items and materials, raise certification requirements, and pass on the verification obligations of administrative organs to the masses and enterprises without authorization.
