Don't belong. Residential property is a service organization, which is mainly responsible for property management, public facilities maintenance, environmental sanitation and greening management in residential areas. It doesn't belong to a community. The residential area is an organization composed of a group of like-minded people, with relatively independent decision-making power and autonomy, and the residential property is hired by the owners' Committee to provide services for the owners.
