What is the identity of people in public welfare posts?

Public welfare post personnel belong to supernumerary status.

The so-called public welfare posts refer to service posts funded by the government or oriented by the development of social funds to meet the public interests. Public welfare posts should give priority to people with employment difficulties or special groups.

Public welfare jobs mainly include four categories:

1, social public management post

Specifically, it includes all kinds of coordinator, traffic duty, market management, environmental management, property management and other positions.

2. Urban community service public welfare posts

Specifically, it includes community service posts, including community security, sanitation and cleaning, environmental greening, parking lot management, public facilities maintenance, newsstands, telephone booths, community culture, education and sports, medical care, and child care.

3, institutions, labor security and public service posts.

Mainly refers to sending and receiving, driving, doorman, typing, property management and other institutions that need to recruit supernumerary personnel.

4. Other positions proposed by the municipal government or its human resources and social security department according to local conditions and approved by the Provincial Department of Human Resources and Social Security.

Public welfare posts have neither administrative establishment nor career establishment, and belong to the overstaffed personnel of government departments or institutions.

The employment period of general public welfare posts shall not exceed 3 years. Except for those who receive subsidies from the date of examination and approval, those with employment difficulties who are less than 5 years away from the statutory retirement age may be extended to retirement. At present, some provinces and cities have also introduced some new measures for the reform of public welfare posts: elderly people with employment difficulties, zero-employment family members, severely disabled people and other people with special difficulties, who are still unable to find employment through other channels after the expiration of subsidies, can be resettled through public welfare posts again according to procedures.
