Second, the specific process of the establishment of the owners' committee

1. In a property management area, if the actual construction area of the property reaches more than 50%, more than 10 owners shall jointly submit a written application to the community neighborhood Committee and provide relevant necessary supporting materials to request the establishment of the first owners' meeting; If the actual construction area of the property reaches more than 30% and less than 50%, but it has been used for more than 1 year, 20% of the owners shall jointly apply to the community neighborhood committee and provide relevant necessary supporting materials to request the establishment of the first owners' meeting.

2. Issue a notice on the establishment of the preparatory group. Community residents' committees shall, within five working days after receiving the written report, verify the materials and determine that they meet the conditions for the establishment of the owners' meeting, post an announcement in the name of the community residents' committees within the property management area, and send a notice to all owners to sign up for the preparatory group for the first owners' meeting (hereinafter referred to as the "preparatory group"). The registration time of the preparatory group is 5 working days.

The members of the preparatory group must be the owners of the property management area, and the development and construction units must also include those that still have property rights. The development and construction unit shall recommend representatives in writing to participate in the preparatory group (unless the development and construction unit abstained).

The number of members of the preparatory group shall be an odd number of 5 or more.

The preparatory group shall carry out the preparatory work for the owners' meeting under the guidance and supervision of the Property Office of the Municipal Housing and Construction Bureau, the town community office and the community neighborhood committee.

If the preparatory group fails to carry out its work according to law, the Property Office of the Municipal Housing and Construction Bureau will not record the elected owners' committee.
