Is the small garden of the villa for the owner's own use or a public area? If property management needs paid services, is it reasonable to charge extra fees?

1. The villa garden (inside the fence) shall be owned by the owner, who shall take care of it;

2. The property management company has applied to the developer for compensation for the actual cost of unpaid maintenance in the early stage, and the owner needs to be responsible for it after moving in. If the property company needs to be maintained again, it is reasonable to charge a paid service fee.
