Article 3 The term "urban management" as mentioned in these Regulations refers to public affairs and order management in urban planning and construction, municipal facilities, road traffic, city appearance and environmental sanitation, landscaping, environmental protection, property management, safety and emergency. Article 4 Urban management shall adhere to the principles of people-oriented, governance according to law, governance at the source, consistency of rights and responsibilities, and collaborative innovation. Chapter II Urban Management Standards Article 13 Preparation of special plans for urban public infrastructure, urban landscape, public space, environmental management, management of parks and scenic spots, wetland protection, etc. Scientific argumentation and democratic decision-making should be carried out according to the needs of overall land use planning, overall urban planning, giving full play to the overall functions of the city and realizing long-term urban management, and public opinions should be widely listened to.
Special planning shall not be changed without authorization; If it is really necessary to change, it shall be carried out in accordance with legal procedures.
Urban construction should meet the planning requirements, properly handle the relationship between the development of new urban areas and the renewal of old ones, and give priority to the construction of urban infrastructure and public service facilities. Fourteenth city construction and management, should pay attention to the protection of cultural relics and other historical and cultural heritage, pay attention to the protection of buildings and structures with typical characteristics of the times. Seventeenth city road management shall meet the following requirements:

It is forbidden to damage or occupy or dig urban roads without authorization. It is forbidden to damage or dismantle or alter the ancillary facilities of urban roads without authorization.
