Regulations of Zhuhai Special Economic Zone on Fire Control

Chapter I General Provisions Article 1 In order to prevent fires, reduce fire hazards, strengthen emergency rescue work, protect personal and property safety and maintain public safety, these Regulations are formulated in accordance with the Fire Prevention Law of People's Republic of China (PRC) and relevant laws and regulations, and in light of the actual situation of Zhuhai Special Economic Zone. Article 2 These Regulations shall apply to the fire safety activities in this Municipality. Article 3 People's governments at all levels shall be responsible for the fire control work in their respective administrative areas, and shall include the fire control funds in the fiscal budget at the same level.

The public security organs and their fire control institutions shall supervise and manage the fire control work within their respective jurisdictions. Article 4 People's governments at all levels shall set up fire safety committees to regularly study, coordinate and solve major problems in fire control work, and organize special fire control. Fifth people's governments at all levels shall incorporate fire safety layout, fire stations, fire fighting equipment, fire truck passages and other fire planning into urban and rural planning and organize their implementation.

If public fire-fighting facilities and fire-fighting equipment are insufficient or do not meet the actual needs, they should be added, rebuilt, equipped or technically transformed. Article 6 People's governments at all levels shall organize and carry out regular fire prevention publicity and education.

Public security organs and their fire control institutions shall organize and carry out various forms of fire control publicity and education, popularize fire control safety knowledge, improve citizens' awareness of fire control safety and self-help ability, and urge, guide and assist relevant units to do a good job in fire control publicity and education.

The education department shall guide and supervise the school to incorporate fire safety knowledge into the teaching content.

Public media such as radio, television, newspapers and periodicals should conduct fire prevention publicity and education for the society, and publish and broadcast public service advertisements for fire prevention free of charge. Chapter II Fire Safety Duties Article 7 Fire control institutions of public security organs shall perform the following fire safety duties according to law:

(a) to implement fire laws and regulations, supervise and inspect the compliance of units and individuals with fire laws and regulations according to law, implement fire administrative licensing, and stop, correct and investigate fire violations;

(two) to participate in the preparation of urban and rural fire planning;

(three) to determine the key units and high-risk units of fire safety in this area according to law;

(4) Organizing fire safety training;

(five) to manage or guide the construction of fire brigade;

(six) organize fire fighting and rescue, and participate in other emergency rescue work in accordance with state regulations;

(seven) to investigate and deal with fire accidents according to law;

(eight) other fire safety duties as prescribed by laws and regulations. Article 8 A police station shall perform the following fire safety duties:

(a) to supervise and inspect the units and places under the supervision of the public security police station, and investigate and deal with the illegal acts of fire control found according to law;

(two) to organize fire scene alert and assist the fire control institutions of public security organs in investigating fire accidents;

(three) to urge the residents' committees, villagers' committees and property service enterprises to perform their fire safety duties;

(four) other fire safety duties as prescribed by laws and regulations. Ninth administrative departments in accordance with the division of responsibilities to implement fire supervision and management, timely detection and elimination of fire hazards.

Construction, economy, trade, culture, sports, tourism, education, civil affairs, health, safety supervision, transportation and other departments should strengthen the safety supervision of construction sites, hotels, restaurants, shopping malls, markets, schools, hospitals, public places of entertainment and dangerous chemicals, fireworks and firecrackers. Tenth Town People's government and city street offices shall perform the following fire safety duties:

(a) clear personnel responsible for fire control work;

(two) to urge the units within the jurisdiction to formulate fire safety systems, fire safety operating rules, and implement the fire safety responsibility system;

(three) to guide, support and help villagers' committees and residents' committees to carry out mass fire control work;

(four) according to the needs of local economic development and fire control work, the establishment of volunteer fire brigade, to participate in fire fighting and rescue work;

(five) in case of fire, organize personnel to evacuate in time, actively carry out fire self-rescue, assist relevant departments to protect the fire scene, maintain the order of the fire scene, and investigate the cause of the fire;

(six) the implementation of daily fire safety inspections in small places, found that there are fire hazards or fire violations, put forward rectification requirements, refused to rectify, handed over to the public security police station to investigate and deal with according to law;

(seven) other fire safety duties as prescribed by laws and regulations. Eleventh villagers' committees and residents' committees shall perform the following fire safety duties:

(a) to carry out mass fire control work and publicize fire control laws and regulations;

(two) to formulate a fire safety convention, improve the fire safety system, and urge villagers and residents to abide by it;

(three) to carry out fire safety inspection, and urge the units within the jurisdiction to implement fire safety responsibilities;

(four) the establishment of volunteer fire brigade, equipped with necessary fire equipment, to carry out fire prevention work;

(five) to supervise and urge the rectification of fire violations within the jurisdiction, and to report to the local police station in a timely manner if it refuses to rectify;

(six) in case of fire, organize personnel to evacuate in time, carry out fire self-rescue, and assist relevant departments to carry out fire fighting and rescue and fire accident investigation;

(seven) other fire safety duties as prescribed by laws and regulations. Twelfth organs, organizations, enterprises, institutions and other units shall perform the following fire safety duties:

(a) the implementation of fire safety responsibility system, formulate the fire safety system and fire safety operating rules of the unit, and formulate fire fighting and emergency evacuation plans;

(two) in accordance with national standards and industry standards, the allocation of fire facilities and equipment, set up fire safety signs, and organize regular inspection and maintenance to ensure that it is in good condition and effective;

(three) at least once a year to conduct a comprehensive inspection of building fire control facilities, to ensure that they are in good condition and effective, and the inspection records should be complete and accurate, and kept on file for future reference;

(four) regularly organize relevant personnel to carry out fire drills, and cooperate with the fire control institutions of public security organs to carry out actual combat drills;

(five) in case of fire, organize personnel to evacuate in time, carry out fire self-rescue, protect the fire scene, help maintain the order of the fire scene, and investigate the cause of the fire;

(six) the organization of fire inspection, eliminate fire hazards;

(seven) other fire safety duties as prescribed by laws and regulations.

High-risk fire units, such as crowded places, inflammable and explosive units, high-rise buildings and underground public buildings, which are prone to group deaths and group injuries, shall, in addition to performing the duties stipulated in the preceding paragraph, also perform duties such as fire safety assessment and strengthening the management of key fire safety parts according to law.
