Measures for the Administration of the Construction and Maintenance of Power Supply and Distribution Facilities in Newly-built Residential Areas in Guizhou Province (revised 20 19)

Article 1 In order to strengthen the construction and maintenance management of power supply and distribution facilities in newly-built residential areas, ensure the safe and reliable operation of the power grid, and ensure the normal electricity demand of users, these Measures are applicable to newly-built residential areas within the administrative area of this province in accordance with the provisions of People's Republic of China (PRC) Electric Power Law, People's Republic of China (PRC) Construction Law, Regulations on Power Supply and Use, Regulations on Quality Management of Construction Projects, Regulations on Property Management, Regulations on Property Management of Guizhou Province and other laws and regulations, and in combination with Article 2. Article 3 The term "newly-built houses" as mentioned in these Measures includes newly-built commercial houses, affordable houses, and public facilities and operating houses equipped with power supply and distribution facilities in residential areas. Article 4 The term "power supply and distribution facilities" as mentioned in these Measures refers to the power supply and distribution facilities from the access point of the superior public power supply network to the newly-built households, as well as the public facilities electric energy metering devices and household metering devices for operating electricity in the public distribution rooms of residential areas (excluding civil parts such as rooms and passages of power supply and distribution facilities). Fifth people's governments at or above the county level shall organize and coordinate major issues in the construction, maintenance and management of power supply and distribution facilities, and urge relevant departments to perform their duties of supervision and management according to law. Article 6 The administrative departments of market supervision and management, energy, housing and urban and rural construction of the people's governments at or above the county level shall, according to their respective functions and duties, do the following work in the management activities of the construction, maintenance, conservation and renewal of power supply and distribution facilities in new residential areas:

(1) The market supervision and management department is responsible for price supervision and inspection, anti-monopoly law enforcement, investigating and dealing with economic illegal acts such as unfair competition and commercial bribery according to law, supervising and handling illegal acts that endanger national interests and social interests by using contracts according to law within the scope of their functions and powers, being responsible for the unified management of standardization work, guiding the standardization work of departments, industries and enterprises, and coordinating the competent departments of industries to deal with relevant issues of standard disputes;

(two) the competent department of energy is responsible for the management of the power industry;

(three) the housing and urban-rural construction department is responsible for the supervision and management of the construction market, standardize the behavior of all parties in the market and guide the construction of the market credit system.

Other relevant administrative departments of the people's governments at or above the county level shall, within the scope of their respective duties, do a good job in the construction, maintenance, conservation and renewal of power supply and distribution facilities in new residential areas according to law. Article 7 A power supply enterprise shall participate in the design drawing review of the user's power receiving device according to the standards stipulated by laws and regulations, supervise the construction process of the user's power receiving device, and conduct acceptance after the completion of the power receiving device project; Only those who pass the inspection can be put into use. Eighth urban and rural power grid construction and transformation planning, should be included in the urban and rural planning. The planning of urban and rural power grid construction and transformation shall conform to the detailed planning of cities, towns and villages. Ninth new residential power supply and distribution facilities should be included in the unified planning and construction of construction projects, and the construction projects should be designed, constructed and put into use at the same time. Article 10 The design, construction, testing and operation of power supply and distribution facilities in newly-built residential areas shall conform to the standards prescribed by laws and regulations. Eleventh the construction unit shall, in accordance with the relevant provisions of the state, negotiate with the power supply enterprises to determine the power supply plan, which shall include the power consumption and power supply conditions. Twelfth design units should be designed in accordance with the power supply scheme determined by the construction unit and the power supply enterprise through consultation. The design of power supply and distribution facilities should be connected with the main design of construction projects. Thirteenth new residential construction drawings and design documents shall be submitted for review according to law, and shall not be delivered for construction without examination or unqualified examination; Once the construction drawing design documents are examined and approved, no unit or individual may change the design without authorization.

Design documents and related materials of power supply and distribution facilities in new residential areas shall be sent to power supply enterprises in accordance with the relevant provisions of the state, and the review unit of construction drawing design documents of new residential areas shall notify the power supply enterprises to participate in the audit of power supply and distribution facilities. Fourteenth construction units shall be responsible for the construction of power supply and distribution facilities in new residential areas, bear the responsibility for quality and safety in the construction process, and accept the supervision of the relevant administrative departments. Fifteenth the construction and maintenance of power supply and distribution facilities in new residential areas should follow the principles of marketization and fair competition.

The construction unit may entrust the power supply and distribution facilities to power supply enterprises or other enterprises to organize the construction, or organize the construction by itself.

If the construction unit entrusts a power supply enterprise or other enterprise to organize the construction, it shall sign an agreement, and the power supply enterprise or other enterprise shall bear the responsibility for subsequent management, maintenance, conservation and renewal.

If the construction unit organizes the construction by itself, the construction unit or the property owner shall bear the responsibility for subsequent management, maintenance, conservation and renewal in accordance with the provisions of laws and regulations.

Enterprises undertaking design, construction, supervision and maintenance projects shall have corresponding qualifications. Article 16 If the power supply and distribution facilities in newly-built residential quarters are built or maintained in different ways listed in Article 15 of these Measures, the buyer shall be specially informed in the sales contract of newly-built residential quarters. Article 17 The construction unit shall, within/0/5 days from the date of completion and acceptance of the construction project, report the inspection report of power supply and distribution facilities in the newly-built residential area and other materials to the administrative department of housing and urban and rural construction at or above the county level or other relevant departments where the project is located for the record.
