Notice of Santai County People's Government on Prohibiting Fireworks and Firecrackers in 2022

In order to ensure the safety of citizens' travel, reduce environmental pollution and improve environmental quality, and build a civilized and harmonious city, relevant matters are hereby notified as follows according to the Law of People's Republic of China (PRC) on Public Security Administration Punishment, the Law of People's Republic of China (PRC) on the Prevention and Control of Air Pollution, the Fire Prevention Law of People's Republic of China (PRC), the Regulations on the Safety Management of Fireworks and Firecrackers, and the Opinions of the Office of Mianyang Ecological Environmental Protection Committee on Further Strengthening the Prohibition of Fireworks and Firecrackers:

First, no emission zone.

Yongming Town, Luxi Town, Lixin Town, Tongchuan Town and Beiba Town of Santai County; Xinde Community, Yongxin Community, Changyan Village 124 Group, Futian Village 23 Group, Fugu Village 4-9 Group and Xindu Village 13 Group in Xinde Town; Group Duanshan Village 1-4, Lean Town.

Second, there is no discharge time.

Fireworks and firecrackers are prohibited from being set off throughout the year.

Third, the Industrial Park Management Committee, relevant departments at the county level, township people's governments and village committees should earnestly strengthen publicity and organizational management to ensure that measures to prohibit fireworks and firecrackers are put in place.

Four, property services companies, hotels, hotels and other units, to discourage and report the violation of the provisions of the discharge of fireworks in the service area.

Five, in the area where fireworks are prohibited, one of the following acts shall be punished in accordance with relevant laws and regulations.

Those who set off fireworks and firecrackers in violation of the regulations shall be punished according to the Regulations on the Safety Management of Fireworks and Firecrackers after verification by the police station: those who endanger the personal and property safety of the public and constitute violations of public security management shall be punished according to the Law of People's Republic of China (PRC) on Public Security Management Punishment, and if the circumstances are serious, they shall be given administrative detention by the public security organs according to law; If the case constitutes a crime, criminal responsibility shall be investigated in accordance with the Criminal Law of People's Republic of China (PRC).

To hinder the staff of state organs from performing their duties according to law, the public security organs shall, in accordance with the provisions of Article 50 of the Law of People's Republic of China (PRC) on Public Security Administration Punishment, give administrative detention for more than five days and less than ten days, and may also impose a fine of not more than 500 yuan; If a crime is constituted, criminal responsibility shall be investigated according to law.

Six, please consciously abide by the relevant provisions of this notice, do not buy, do not set off fireworks. Actively report illegal sales, storage, transportation and discharge of fireworks and firecrackers.
