The trinity construction of grass-roots cooperatives is a systematic project, which must be carefully planned and promoted in an orderly manner. On the basis of big discussion, unifying thoughts from top to bottom and forming a sense of * * *, the Fifth Council of the Fifth Session of the Provincial Head Office made the Decision on Accelerating the Trinity Construction of Grassroots Cooperatives. All levels of the system put the construction of grass-roots cooperatives in a prominent position and take practical measures to promote it.

The first is to establish a work promotion mechanism. In view of the wide coverage and great difficulty in the "trinity" construction of grass-roots cooperatives, we have focused on the implementation of the three systems. Fully implement the linked contact system. The team members of the provincial, city and county head offices are all linked to 270 grass-roots cooperatives, with the front command and specific guidance. The second is to vigorously strengthen education and training. Supply and marketing cooperatives at all levels have continuously increased their guidance on the "trinity" construction of grass-roots cooperatives, and adopted various forms such as holding training courses, seminars and organizing field visits to deepen their understanding, broaden their horizons and upgrade their skills. The provincial head office, in conjunction with the Party School of the Provincial Party Committee and Nantong Business School, has held six seminars on the "trinity" construction of grass-roots cooperatives, and conducted comprehensive training for 594 cadres of the provincial head office, members of social teams in cities and counties (cities, districts) and directors of grass-roots cooperatives. The third is to adhere to the pilot guidance. On the one hand, the provincial head office conducted research in southern Jiangsu, central Jiangsu and northern Jiangsu in advance, made plans, carried out pilot projects, summed up experience in time and promoted them in an all-round way. On the one hand, in the promotion work, the provincial-level "Three Cooperatives" excellent project was vigorously implemented, and 50 grass-roots cooperatives "standard cooperatives", 50 farmers' professional cooperatives "demonstration cooperatives", 60 agricultural service cooperatives "demonstration cooperatives" and 320 grass-roots cooperatives "trinity" were cultivated to build "standard cooperatives", which made demonstrations and regulations for the trinity construction of grass-roots cooperatives in the system. Last year, the provincial head office held a mobile site meeting on the "trinity" construction of grass-roots cooperatives in the province. Through concentrated results display, field observation, typical demonstration and experience introduction, cities and counties will be promoted to strengthen exchanges and improve together. The leaders in charge of the provincial party committees and governments attended the meeting, and the leaders of the national corporation made a special trip to guide them.

First, it is combined with the implementation of the spirit of the State Council and provincial government documents. After the release of Document No.40 of the State Council, the supply and marketing cooperatives in the province actively reported it and strived for it. The provincial government issued opinions on implementing the the State Council document, and most city and county governments issued opinions on implementing the documents of the State Council and the provincial government. Provinces, cities and counties have held working meetings of supply and marketing cooperatives or government executive meetings to study the work of supply and marketing cooperatives, which put forward clear requirements for the reform and development of supply and marketing cooperatives and the "trinity" construction of grass-roots cooperatives. Four teams from provinces, cities and counties went deep into the research and on-site guidance of supply and marketing cooperatives, which greatly promoted the implementation of the spirit of the document and the "trinity" construction of grass-roots cooperatives; All relevant departments have given strong support and enthusiastic help in the application of grass-roots cooperative projects, the establishment of professional cooperatives, especially professional cooperative unions, the expansion of agricultural service cooperatives, the establishment of farmers' mutual cooperatives, and the establishment of rural cooperative economic organizations federations. The provincial finance arranges 50 million yuan of special funds every year, which provides favorable conditions for the "trinity" construction of grass-roots cooperatives.

Second, it is combined with the construction of modern commodity circulation system in rural areas. The provincial head office and the provincial development and reform commission jointly issued the "Twelfth Five-Year" development plan of the province's supply and marketing cooperatives. Vigorously support leading chain enterprises and give full play to the role of radiation. Actively integrate network resources, vigorously develop chain service networks, and basically have a central supermarket in each township and a convenience store in each village. Efforts should be made to build an agricultural product market system, vigorously develop markets of origin such as Tiantou Market, and strive to build an agricultural product market system that is compatible with regional logistics centers, city and county wholesale centers, and agricultural product markets, combined with agricultural product marketing companies, agricultural product brokers, and agricultural product specialty stores to realize the labor value of producers and meet the market needs of consumers.

Third, it is combined with the construction of rural socialized service system. Vigorously develop farmers' professional cooperatives, cooperatives and rural cooperative economic organizations, accelerate the formation of new cooperative organizations such as consumption cooperation and purchase and sale cooperation, explore non-bank financial services such as credit guarantee, micro-loan and mutual fund cooperatives, and actively explore new formats such as property management, rural tourism and domestic service, which not only meet the diversified needs of farmers, but also open up a new world for the development of grassroots cooperatives.

The fourth is to combine with the overall planning of urban and rural development. Making full use of the effective resources of grass-roots cooperatives to build an urban complex integrating shopping, catering, leisure, business and residence, and community services in the prosperous areas of villages and towns not only transformed rural commerce and created a good environment, but also opened up the rural market, expanded consumption, stimulated domestic demand and promoted the development and growth of grass-roots cooperatives.

Third, multi-promotion, focusing on exploring the effective model of "trinity" construction of grass-roots cooperatives.

The trinity construction of grass-roots cooperatives is an innovative project and there is no ready-made model. In accordance with the general requirements of enlarging the entity, upgrading the carrier and developing the consortium, we concentrated our efforts and made bold exploration, and initially formed five new models of "trinity" construction of grass-roots cooperatives.

The first is the joint planning type. Led by the Party committee and the government, with the leaders in charge in command, and the directors of grass-roots cooperatives in charge, the Federation of Township Rural Cooperative Economic Organizations will be established by organizing relevant units such as agriculture, credit, agricultural technology and various operating enterprises, professional cooperatives, agricultural service institutions, large agricultural breeders and agricultural product brokers within the jurisdiction. Through the "Agricultural Cooperative Association", we can integrate all kinds of resources, cooperate to serve "agriculture, countryside and farmers", open up markets and help farmers increase their income, which is deeply appreciated by the Party Committee and government and welcomed by farmers. Xiaoji Town is the first pilot city in the whole province. By integrating the original grass-roots cooperatives and social resources, an "agricultural cooperative association" was established, which helped farmers to get through the channel to the market. Last year, the sales of "Agricultural Association" reached 860 million yuan, the profit was 4.75 million yuan, and the fixed assets were nearly 1 100 million yuan.

The second is all-round development. The main body, carrier and consortium of grass-roots cooperation have blossomed in an all-round way, making agricultural service institutions, professional cooperatives and agricultural cooperatives go hand in hand, and supermarkets, shopping malls and markets develop in an all-round way. Dongtai Sancang grass-roots society has developed rapidly and its strength has increased greatly through the "trinity". At present, the cooperative has two supermarkets with an operating area of nearly 2,000 square meters, two shopping malls and shopping centers with an area of more than 4,000 square meters, seven professional cooperatives, 1 agricultural cooperative association, and 2 1 agricultural service cooperatives, including four three-star cooperatives 14 and 58 outlets of various types. Last year, it achieved a sales volume of 7.06.

The third is professional cooperation. Grassroots cooperatives lead the establishment of professional cooperative associations by leading and participating in professional cooperatives, and promote the development of grassroots cooperatives with professional cooperatives. Jintan Yaotang Grass-roots Society took the lead in participating in four professional cooperatives, and led the establishment of Jiangsu Sunan Huamu Professional Cooperative Union, which was full of new vitality and achieved sales of 550 million yuan last year.

The fourth type is the faucet pull type. Encourage the directors of grass-roots cooperatives to take the lead in investing in leading business entities, start their own businesses, create brands and promote development. Nanjing Yihua Metal Recycling Co., Ltd. was founded by the director of Jiangning Center in Jiangning District. Driven by this, 76,000 tons of various types of scrap steel were sold last year, achieving sales of 650 million yuan and profits of 6.8 million yuan, laying a solid foundation for grassroots cooperatives to serve agriculture.

The fifth is to explore and innovate. Grassroots cooperatives boldly explore and innovate, comprehensively explore new areas of business services, and create new advantages for development. In less than a year, the mutual fund cooperative founded by Gong Fan, Dongtai City has grown to 1400 households, with a business volume of more than 27 million yuan. Mutual fund cooperatives organize farmers to develop production through capital ties, which not only solves the problem that farmers can't borrow low-interest funds, but also opens up a new field for the "trinity" construction of grass-roots cooperatives.
