Should property owners pay taxes and fees?

Legal analysis: Property fee households do not need to pay taxes. In fact, the property fees paid by residents already include the value-added tax, and there is no need to pay other taxes and fees. Taxes and fees are collected by the state tax authorities, and real estate has no right to be taxed as a withholding agent.

Legal basis: Article 7 of the Measures for the Administration of Property Service Charges states that if the property service charges are government-guided prices, the price department of the people's government with pricing power shall, jointly with the real estate administrative department, formulate the corresponding benchmark price and its floating range according to factors such as the grade standard of property management services, and publish them regularly.
