Does the property company have the right to deduct the decoration deposit?

Property companies have no right to collect decoration deposits. What is established between property companies and property buyers is a legal relationship of property services. Property companies provide property services and have no right to restrict the entry behavior of property buyers. Now it has been explicitly forbidden for property companies to collect decoration deposits.
