According to the second paragraph of Article 76 of the Property Law and the third paragraph of Article 12 of the Property Management Regulations, when the owners' congress makes a decision on the above issues, it needs to obtain a double affirmative vote, that is, the owners whose exclusive parts account for more than half of the total construction area and more than half of the total number agree. And if the owners and the property management company fail to negotiate on the adjustment of property fees, the owners' meeting may re-employ the property management company or manage the property by itself.
