Article 3 Urban and rural environmental sanitation management adheres to the principles of unified leadership, urban and rural planning, graded responsibility, territorial management, departmental cooperation, public participation and social supervision. Article 4 The people's governments of cities, counties (districts) and townships (towns) shall incorporate urban and rural environmental sanitation into national economic and social development plans, strengthen infrastructure construction, improve management systems and improve public service capabilities.
