According to Hunan Provincial Price Bureau and Hunan Provincial Housing and Urban-Rural Development Department's Measures for the Administration of Property Service Charges in Hunan Province (Xiang Jia Fu [20/KLOC-0] No.76), combined with the actual property service work in our city, and after soliciting the opinions of property service enterprises and owners' representatives, we hereby put forward the following implementation opinions on the implementation of the Measures for the Administration of Property Service Charges in Urban Areas of Hunan Province:

First, formulate and publish the guiding price standards for public property service charges, vehicle parking service charges and decoration management service charges in urban residential areas.

(1) See "Attached Table 1" for the guiding price standard of public property service charges in urban residential areas.

(two), the city property management area of vehicle parking services in accordance with the following provisions:

1. Parking space occupation fee in non-planning area. The urban guide price standard is: cart 100 yuan/month, car 50 yuan/month, and the occupation fee for motorcycles and tricycles generally does not end. Specific standards and whether or not to charge fees shall be adopted by the owners' assembly or more than half of the owners and decided by the owners' committee. The site occupation fee belongs to the property owner. The site occupation fee belongs to all owners, which can make up for the shortage of maintenance funds and can also be used for other public expenditures. The specific use shall be decided by the owners' committee after the owners' meeting or the majority owners' meeting.

2. See "Schedule 2" for the guiding price standard of vehicle parking service charges in urban residential areas.

3. The vehicle special custody service and charging standard shall be determined through consultation between the property service enterprise and the owner, and a service agreement shall be signed to stipulate the rights and obligations of both parties.

4. The above charging standards for vehicle parking services are tentative standards. At present, the Provincial Price Bureau is formulating a new management method for vehicle parking service charges, which will be implemented after the introduction.

(4) The guiding price standard for urban residential property services determined by the Municipal Price Bureau and the Municipal Real Estate Administration can fluctuate by 20% in the specific implementation.

Two, to further clarify the management mode, management authority, audit and filing procedures of residential public property service charges.

(a) the price management mode and management authority of residential public property service charges shall be implemented in accordance with the following provisions:

1, before the establishment of the owners' meeting, the charging standard for the pre-stage property services that was not determined by the bidding method (according to the bidding method) was approved by the Municipal Price Bureau in the local published grading guidance price for residential property services.

2. Before the establishment of the owners' congress, the charging standard for the pre-stage property service determined by bidding shall be determined by the construction unit and the property service enterprise through bidding within the scope of the guiding price set by this Municipality.

3, the establishment of the owners' committee of residential property service charges by the owners' committee and property services companies in the city to determine the guiding price.

4. The price and real estate departments must earnestly perform their supervision and management functions. Local price and real estate departments can reduce the standard of property service fees that are not in place according to the masses' reflection or the on-site inspection of property services in the early stage.

(two), the audit and filing procedures of public property service charges in residential quarters shall be implemented in accordance with the following provisions:

Before the establishment of the owners' congress, if the property service charges are not determined through bidding, the following procedures shall be followed:

1. The construction unit or the property service enterprise shall submit the Audit Form for Public Property Service Charges in Pre-residence Period to the local price department within 20 working days before the property sales (pre-sale) (see Annex 4);

2, the price department in conjunction with the real estate department on-site inspection, examination and approval of specific charges;

3. The realty service enterprise shall prepare relevant materials (realty service qualification certificate, industrial and commercial business license, tax registration certificate, organization code certificate, realty service entrustment contract, vehicle parking service fee declaration registration form, etc.). ) 15 working days before property sales (pre-sale) and go to the price department to handle the service price filing certificate of Hunan Province.

Property service charges determined by bidding before the establishment of the owners' congress, and property service charges determined by the property service enterprise and the owners' committee after the establishment of the owners' committee shall be handled in accordance with the following procedures:

1. Property service enterprises fill in the Registration Form of Public Property Service Charges (see "Schedule 5");

2. The price department shall, jointly with the real estate department, conduct on-site inspection on the service items, service contents, equipment and facilities of pre-public residential property services.

3. The realty service enterprise shall prepare relevant materials (realty service qualification certificate, industrial and commercial business license, tax registration certificate, organization code certificate, realty service entrustment contract, vehicle parking service fee declaration registration form, etc.). ) and go to the price department to handle the service price registration certificate in Hunan Province.

Three, to further clarify the specific issues related to property service charges.

1 The property service fee is not charged for miscellaneous rooms with a floor height of less than 2.2m and unchanged use.

2. If the parking service fee is charged for the garage (parking space) purchased (used) by the owner, the property service fee is no longer charged, and the closed garage only charges 50% of the charging standard of the same type of house, and no parking service fee is charged.

3. For the delivered but unused property, the property service fee shall be paid at 90%.

4. If the secondary power supply is copied by the power enterprise and divided into tables by the property service enterprise, the power loss of the special transformer is charged at 6%, and the power loss of the public transformer is charged at 4%; Secondary water supply is divided into tables by water supply enterprises, and 8% loss is charged by property service enterprises, and the pressurized electricity fee is shared equally according to the actual water consumption; Direct water supply is copied by water supply enterprises, and property service enterprises add 8% loss when copying sub-tables.

5. If the property service fee adopts the contract gratuity system, the property service fee for villas, office buildings, industries and businesses. , the implementation of market-regulated price management, by the owners and property services companies in the property services contract agreed fees, fees and charges.

6. The prophase property service fee must be agreed with the property buyer in advance in the house transaction contract. If there is no clear agreement, the owner has the right to refuse to pay.

7. Other matters related to property service charges shall be implemented in accordance with the Measures for the Administration of Property Service Charges in Hunan Province (Xiang Jia Fu [2010] No.76) issued by Hunan Provincial Price Bureau and Hunan Provincial Department of Housing and Urban-Rural Development. In case of any inconsistency between the former Municipal Price Bureau and the Notice of the Municipal Real Estate Administration on Promulgating the Guiding Price Standard for Urban Public Property Services (Chang Jiafu [2005] 1No.) and this notice, this notice shall prevail.

8. This circular shall be implemented as of September 1 day, 1965. If the property service contract has been signed before the implementation of this notice and has not expired, the public property service and its charging standard in residential quarters shall still be implemented according to the original contract, and after the contract expires, it shall be implemented according to the provisions of this notice. Other services and charging standards such as vehicle parking and decoration management in residential quarters shall be implemented according to the new regulations.

Four, the property service charges to implement the service price registration and charge publicity system.

Where the government-guided residential public services, vehicle parking services and decoration services are charged, the service price filing voucher system shall be implemented, and the bright card fees shall be implemented. The realty service enterprise shall also fully publicize the name, service content, service standard (i.e. corresponding service level standard), charging items, charging standards, charging policy basis and price reporting telephone number 12358 (including charging items and market-adjusted price items) in a prominent position in the realty service area. "Uniform publicity format for residential property service charges" (see Schedule 7), and other projects that need publicity shall be fully publicized by the property service enterprises according to the requirements of the price and real estate departments.

Five, in accordance with the principle of "unified leadership, hierarchical management", counties and cities, West Lake, Xidongting Management Zone and Hejiashan Seed Farm can formulate local residential property services sub-projects and graded guidance prices according to local actual conditions, in accordance with the provisions of the Measures for the Administration of Property Services Charges in Hunan Province and with reference to municipal standards.

Six, after the introduction of the new measures for the administration of property service charges, all localities and units should seriously organize learning, use various media and various ways to widely publicize, and strengthen the training and guidance of property service practitioners, strengthen supervision and inspection, and fully implement the "Measures for the Administration of Property Service Charges in Hunan Province".
