The Regulations of Shanghai Municipality on Residential Property Management stipulates the parking spaces as follows:

Sixty-first in the property management area, the number of motor vehicle parking spaces owned by the construction unit is less than or equal to the number of houses in the property management area, and an owner can only buy or give away one parking space; If the number of parking spaces exceeds the number of houses in the property management area, the owner can buy one more or give one away.

Parking spaces that occupy roads or other venues owned by the owner for parking motor vehicles belong to the owner.

If all the motor vehicle parking spaces owned by the construction unit are leased to the owners and users, the charging standard shall be agreed in the preliminary property contract. Before the establishment of the owners' congress, the charging standard shall not be adjusted without authorization; After the establishment of the owners' congress, if it needs to be adjusted, the construction unit shall, after consultation with the owners' congress in accordance with the principle of fairness and reasonableness, file with the district housing administrative department.

The parking, charging standards, expenses and management of all vehicles in the * * * area shall be decided by the owners' meeting. If the owners' congress decides to charge for vehicle parking, the charging standard shall be determined with reference to the price monitoring information released by the property management industry association. Before the establishment of the owners' congress, the charging standard was determined by the construction unit with reference to the price monitoring information released by the property management industry association. Charges, fees and management shall be stipulated in the prophase realty service contract.

If the owner has custody requirements for the vehicle, the owner and the property service enterprise shall sign a custody contract separately.

Public security, fire fighting, emergency rescue, ambulance, sanitation and other special vehicles are parked in the property management area when performing official duties, and no charge is allowed.

Sixty-second motor vehicle parking spaces within the property management area shall be provided to the owners and users within the property management area. Parking spaces that have not yet been sold by the construction unit shall be leased to the owners and users to park their vehicles, and they shall not refuse to rent them on the grounds of selling only and not renting. Parking spaces shall not be transferred to units or individuals outside the property management area; Parking spaces that remain after meeting the needs of the owners can be temporarily rented to units and individuals outside the property management area on a monthly basis.

Parking vehicles in the property management area shall not affect the normal traffic of other vehicles and pedestrians.

According to the above regulations, the property company has no right to designate parking spaces on the road by itself. If it is necessary to designate a fixed parking space, it must be decided by the owners' meeting.
