How to divide the heating responsibility in the property management pipeline?

The front end of the valve in the management well belongs to the property management, and the back end of the valve belongs to the owner. I am talking about the tube well in the building, not the tube well near the unit door. In other words, the equipment and facilities at the front end of the valve are maintained by the property, and the heating facilities at the back end of the valve are paid by the owner. What should be explained here is that it is only for users of parallel household heating. The heating mode is single pipe in series. The property is responsible for the riser of the series wall pipe, and the owner is responsible for the pipeline from the riser to the radiator.
