Does the property fee have the right to bind the utilities?

Property fees tied to utilities owners can complain that property management fees and utilities are tied to property companies, and property companies have no right to do so.

This practice is unfair. If the contract signed between the owner and the property company clearly stipulates that the property company has the obligation to collect water and electricity fees, the owner can report to the relevant departments by virtue of the contract signed with the property company.
