The construction administrative departments of the people's governments of provinces and autonomous regions shall be responsible for the issuance and management of the qualification certificates of secondary property service enterprises; The competent production department of the people's government of the municipality directly under the Central Government is responsible for the issuance and management of the qualification certificates of the second-and third-class property service enterprises, and accepts the guidance and supervision of the competent construction department of the State Council;

The administrative department of real estate of the municipal people's government with districts shall be responsible for the issuance and management of the qualification certificates of three-level property service enterprises, and accept the guidance and supervision of the administrative departments of construction of the people's governments of provinces and autonomous regions.
