Chapter II Management of Safety Facilities

Article 5 The setting of parking lot safety facilities shall conform to the national standards, and the geometry, characters, materials, colors and effects of signs in the facilities must conform to the requirements of the national standards.

Article 6 Signs set up in parking lots shall have reflective effect. If the reflective effect can not meet the requirements of national standards, auxiliary reflective or luminous facilities should be installed.

Article 7 Parking lot signs, speed limit signs and no honking signs shall be set at the entrance of the parking lot.

Article 8 A height limit sign shall be set at the entrance of the indoor parking lot, and the height limit shall be the minimum clearance of the indoor passage; If the parking space is lower than the minimum height limit of the passage, a parking space height limit sign shall be set at a prominent position such as the top of the parking space.

Article 9 Reflective warning guards shall be installed at prominent positions of columns and passages in the parking lot, and the colors are black and yellow; Reflective protection piles should be installed at the corner of the passage and around fire fighting, power supply, drainage, gas and other equipment.

Article 10 A safety reflecting convex mirror shall be installed in the parking lot where obstacles block the line of sight. The convex mirror has a visual field of not less than 150 degrees and a diameter of not less than 60 cm.

Eleventh vertical and inclined parking spaces in the parking lot shall be equipped with wheel blocking devices, and the distance between the device and other vehicles or obstacles shall not be less than110cm.

Article 12 If the width of the passage in the parking lot is less than 6 meters, a one-way circulating lane shall be set up; if the width reaches more than 6 meters, a two-way lane may be set up.

Chapter III Management of Monitoring Facilities

Article 17 Motor vehicle monitoring equipment shall be installed in the parking lot, and information such as the number plate, image, entry and exit time of motor vehicles shall be collected.

Parking lot to collect motor vehicle image information shall meet the following requirements:

(1) Motor vehicles entering and leaving the parking lot shall be able to take no less than 1 of motor vehicle pictures, and the pictures shall provide images of motor vehicle front number plates;

(two) the motor vehicle license plate in the image should be complete and clear, and the edge of the license plate should be parallel to the edge of the image without inclination;

(3) The image resolution should be no less than 704×576 pixels;

(three) the recording time of motor vehicles entering and leaving the parking lot shall be true and accurate.

Chapter IV Legal Liability

Article 21 If the parking lot management unit fails to configure the parking lot facilities or the configured facilities are not perfect in accordance with these measures, the traffic management department of the municipal public security organ shall punish it according to Article 49 of the Regulations on the Planning and Construction of Parking Lot and the Management of Motor Vehicle Parking in Qiqihar City.
