For prefecture-level cities where local epidemics occur and there is a risk of community transmission, but the medium and high-risk areas have not been announced, they shall be managed with reference to the prefecture-level cities where the medium and high-risk areas are located. In a municipality directly under the central government where a local epidemic occurs, the municipal districts are managed by prefecture-level cities and the towns are managed by counties.
