Do Beijing property fees need to be approved?

The property management fee belongs to the contract fee and does not need approval.

The property fee must be approved by the owner. The property fee for new projects shall be agreed by the property company and the developer through consultation, and the charging standard shall be clearly stipulated in the preliminary contract. After the owners formally move in, the property service company will report the property fee standard to the owners' meeting for review, and after it is approved by the owners' meeting, the owners' committee will sign a property management contract with the property company on behalf of the owners' meeting to stipulate the property fee standard.

Early property charges, together with the property service contract, should be reported to the real estate authorities for the record. Once the record is passed, the charging standard may not be raised (possibly lowered).
