Provisions on the Administration of Changchun Railway Station Area

Article 1 In order to strengthen the comprehensive management of the railway station area of this Municipality (hereinafter referred to as the railway station area), maintain public order in the railway station area, and improve the efficiency of public services, these Provisions are formulated in accordance with relevant laws and regulations and combined with the actual situation of this Municipality. Article 2 These Provisions shall apply to the comprehensive management of the railway station area of this Municipality. Article 3 The railway station area mentioned in these Provisions refers to the area south of Changchun Railway Station, the area north of Changchun Railway Station and the jurisdiction area of Changchun West Railway Station designated by the municipal government.

South area of Changchun Railway Station: with the square in front of the station as the center and Changbai Road as the east; Shengli Street and huanghe road East to East (East: Changbai Road to the Yellow River section); Renmin street south to the intersection of Changjiang Road and siping road; Hangzhou Road: Renmin Street to Hankou Street; Hankou Street and Dandong Road West (west: Liaoning Road to Hankou Street); Liaoning Road: the intersection of three east building red lines from west to west; Go north to the south station building and step down.

North area of Changchun Railway Station: centered on the square in front of the station, east to the intersection of Tiebei No.2 Road and Jiutai Road; West to Kaixuan Road (Kaixuan Road: east of the central line of the red line section on the north side of Tiebei No.2 Road in West bridge opening); South to North Station building red line; North to Tiebei No.2 Road building red line; North Renmin Street to Taipei Street.

Changchun West Railway Station area: centered on West Railway Station Square, east to nanyang road center line; West to the center line of Shuangfeng Street; South to the center line of Zhanqian Street; The red line of the railway station building from the north to the drop-off platform; The drop-off platform reaches nanyang road Interchange in the east and Shuangfeng Street Interchange in the west. Article 4 The principle of comprehensive management shall be implemented in railway station areas. With Changchun Railway Station area management organization (hereinafter referred to as the railway station area management organization) as the leading factor, relevant administrative organs and units comprehensively coordinate, cooperate with each other and govern according to law.

The municipal government implements administrative authorization, administrative entrustment, designated jurisdiction and other law enforcement mechanisms to improve the efficiency and level of administrative law enforcement in railway station areas.

If the administrative organ entrusts the railway station area management agency to implement administrative management according to law, it shall sign a written administrative power of attorney. Fifth railway station area management agencies responsible for the comprehensive management of the railway station area, perform the following duties:

(a) to organize the preparation and implementation of the comprehensive management plan, annual management implementation plan and emergency plan in this area;

(two) responsible for the administrative law enforcement and environmental sanitation management of urban management within its jurisdiction;

(three) to exercise the administrative authority authorized by the municipal government or entrusted by the administrative organ according to law, and investigate and deal with the illegal acts within its jurisdiction;

(four) have the right to stop illegal acts other than authorized or entrusted management matters, and promptly notify the relevant administrative organs;

(five) to establish and improve the management and inspection system of traffic order, public facilities maintenance, city appearance and environmental sanitation, market order and other aspects in this area;

(6) Organizing joint law enforcement and supervising the implementation of relevant administrative measures;

(seven) to coordinate and manage the administrative organs and relevant units within the jurisdiction, and do a good job in comprehensive management;

(eight) other duties as prescribed by laws, regulations and rules. Article 6 Departments of public security, transportation, city appearance and environmental sanitation, planning, industry and commerce, food and drug supervision, gardens, civil affairs and culture shall do a good job in the management of the railway station area within their respective functions and duties. Seventh municipal public security organs shall implement unified public security management for Changchun Railway Station and Changchun West Railway Station.

The working institutions or staff members of the traffic management departments of transportation, industry and commerce and public security organs in the railway station area shall cooperate with the railway station area management agencies to carry out comprehensive management work in accordance with the principle of dual management of the competent departments and the railway station area management agencies. Eighth railway station area management funds required by the municipal finance department to be guaranteed. Ninth railway station area management agencies should establish a digital management platform, and share resources with the digital management platform of this Municipality, and use the public safety image monitoring system to improve the comprehensive management efficiency.

The relevant administrative departments in the railway station area shall establish and improve the information sharing mechanism, inform each other of management information, ensure the effective utilization of information resources, and maintain the management order in the railway station area. Tenth railway station area management agencies should establish a system of open government affairs, perform the duties of open government affairs, and provide convenience for citizens, legal persons and other organizations to obtain relevant government information according to law. Article 11 Railway station area management agencies shall set up business consulting service platforms in railway station areas, do a good job in public services and answer questions, and handle complaints and reports within the scope of their duties according to law. Twelfth railway station area city appearance and environmental sanitation management should implement the responsibility system. The person responsible for city appearance and environmental sanitation shall do a good job in the city appearance and environmental sanitation work in the responsible area. Thirteenth engaged in business activities in the railway station area, should obtain the business license and qualification certificate issued by the relevant competent departments, engaged in business activities according to law.

Violation of the provisions of the preceding paragraph shall be punished by the administrative department for industry and commerce or the relevant departments according to law. Fourteenth administrative licensing decisions or other major administrative decisions made by administrative organs, which affect the management order of traffic, city appearance and environmental sanitation in the railway station area, shall seek the opinions of the administrative organs of the railway station area before making administrative decisions.
