Therefore, the development of scenic tourism in Rhoda should be a city country park characterized by participatory tourism activities, which integrates business, vacation, sightseeing, fitness and leisure and real estate development.

The terrain in this area is complex and steep, and the ravines are vertical and horizontal due to indiscriminate digging. Moreover, because this area is adjacent to the university town, the potential demand for academic activities and the flow of students have prompted this area to be positioned as an entertainment, fitness and physical training area, including mountaineering, rock climbing, bicycle fitness and other activities. Compared with other scenic spots in Wenzhou, Luoda Mountain is close to Wenzhou, granite and riverside.

Rhoda is to Wenzhou what Purple Mountain is to Nanjing, Laoshan to Qingdao, even West Lake to Hangzhou and East Lake to Wuhan. The mountains and rivers are famous for the city, and the city is more beautiful because of the mountains and rivers. Rhoda, located in the center of Wenzhou, is not only of ecological significance to Wenzhou, but also the core material for Wenzhou to become a "landscape city" and a series of landscape corridors in Wenzhou. At the same time, Rhoda can also improve her popularity because of Wenzhou, especially the position of Xianyan Meiyu Waterfall in the eyes of Chinese people. Rhoda has reason to become a national famous suburban natural scenic spot.

Rhoda Mountain is similar to Huangshan Mountain and Laoshan Mountain and belongs to granite mountain. It is unique among a large number of sedimentary rocks in the landform dominated by Danxia Mountain in southern Zhejiang. The mountains are unique, grotesque and beautiful, and streams and waterfalls are dotted. Sanyang water network and the wetland landscape of Luoda Mountain complement each other and together form a natural ecosystem in the middle subtropical zone. At the same time, Rhoda faces the Oujiang River in the north and the East China Sea in the east, which is magnificent. Many cultural and historical relics in the mountains, especially the descriptions by Zhu Ziqing, a modern romantic scholar, have increased the tourist charm of Rhoda.

Therefore, Luoda Mountain is defined as a national scenic spot with ecological, social and economic benefits, which is dominated by landscape tourism, cultural relics, agricultural tourism, summer vacation and sports leisure.

Second, a comparative study of Luoda Scenic Area and Lushan Scenic Area.

1. Similarity: Rhoda is located in the southeast suburb of Wenzhou, and Lushan is located in the southwest suburb of Jiujiang. Luoda Scenic Area is similar to Lushan Mountain in the distribution of existing scenic spots, and we can learn from Lushan Mountain's experience in tourism organization and zoning layout.

2. Difference: the size and elevation of Mount Rhoda are only 1/2 of Lushan, which makes the mountain and cloud landscape of Rhoda inferior to Lushan. At the same time, compared with the highest peak in Mi Shang 1472, the platform at the top of Lushan Mountain has a height difference of more than 300 meters, a wide confluence area and good water use conditions. The platform at the top of Daluo Mountain is located at the top of the mountain, so it is difficult to use water, so it is necessary to plan and build a clear water pool and pumping equipment. The granite landscape of Daluo Mountain is more vivid and peculiar than the sedimentary rock landscape of Lushan Mountain, and Daluo Mountain is close to the most developed Shanghai-Nanjing-Hangzhou Economic Zone in China, especially in Wenzhou.

1. Nature of scenic spots

Rhoda is a suburban scenic spot integrating mountains, water and shore. The overall environment has formed a typical landscape environment of "mountains and rivers depend on each other, mountains and seas blend together", with the mountainous Luoda Mountain as the "green heart" of land ecology, the Sanyang water network as the water area protection center, the Chuitai Mountain as the green barrier, and the roads, rivers and beaches around the mountains as the ecological corridors.

The planning and design of Rhoda should proceed from the whole, based on protecting the ecological environment, give full play to its ecological green center function, guide and control the development and construction of mountains, waterfront and coastal space, and make it the back garden, ecological adjustment center and leisure resort in Wenzhou.

D. Xianyan eco-tourism area
