Whether the third-level qualification of property management can manage high-rise buildings remains to be determined.

The third-level qualification of property management includes temporary third-level qualification. Property enterprises can operate high-rise building projects, but they may not undertake residential projects of more than 200,000 square meters and non-residential projects of more than 50,000 square meters.

Paragraph 3 of Article 8 of the Measures for the Administration of Qualification of Property Service Enterprises stipulates that a property service enterprise with Grade III qualification can undertake the property management business of residential projects below 200,000 square meters and non-residential projects below 50,000 square meters. There are specific provisions on the management area of high-rise and multi-storey property service enterprises with first-class and second-class qualifications. If the qualification of tertiary enterprises is upgraded, there are requirements for the management area of the stock. If an enterprise is upgraded from the third-level qualification to the second-level qualification, according to the provisions of Article 5, the total stock management area of non-residential buildings such as high-rise, multi-storey and villas is not less than 6.5438+0.78 million square meters, and the first-level qualification management area is not less than 3.65 million square meters, which meets one of the necessary conditions for upgrading.

The state does not stipulate that third-class and temporary third-class property service enterprises may not manage high-rise buildings, nor does it stipulate that property companies provide the same property services. The fees charged by low-qualified property companies may be reduced, and what is not stipulated by laws and regulations can be done or not.
