Measures of Hunan Province for the Administration of Building Fire Control Facilities

Chapter I General Provisions Article 1 In order to strengthen the management of building fire-fighting facilities, ensure the normal operation of building fire-fighting facilities, prevent and reduce fire hazards, and protect personal and property safety, these measures are formulated in accordance with the provisions of the Fire Prevention Law of People's Republic of China (PRC) and other relevant laws and regulations, combined with the actual situation of this province. Article 2 These Measures shall apply to the configuration, maintenance, supervision and management of building fire control facilities within the administrative area of this province. Article 3 The term "building fire control facilities" as mentioned in these Measures refers to the equipment and facilities used for fire prevention, fire fighting, personnel evacuation and emergency rescue in buildings (including structures) according to fire control laws, regulations and technical standards, including:

(a) automatic fire extinguishing system, automatic fire alarm and fire linkage control system;

(2) Smoke control system;

(3) Fire communication and fire emergency broadcasting system;

(four) fire power supply, distribution system and electrical fire and explosion-proof facilities;

(5) Fire hydrant system and fire extinguisher;

(6) Fire doors and mobile fire separation facilities;

(seven) fire emergency lighting facilities, evacuation signs, evacuation stairs, evacuation walkways, evacuation doors and fire elevators;

(eight) other building fire protection facilities as stipulated by fire laws and regulations or fire technical standards. Article 4 The fire control institutions of the public security organs of the people's governments at or above the county level shall supervise the management of building fire control facilities within their respective administrative areas. The relevant administrative departments of construction, planning, quality and technical supervision of the people's governments at or above the county level shall, in accordance with their respective duties, do a good job in the supervision of the management of building fire control facilities. Chapter II Configuration Article 5 Buildings shall be equipped with fire control facilities in accordance with fire control laws and regulations and fire control technical standards. In accordance with the fire laws and regulations and fire technical standards, the construction project that needs fire protection design shall be designed, and the fire control institution of the public security organ shall conduct fire protection design audit, fire protection acceptance or record random inspection according to law. Sixth units equipped with automatic fire alarm system are encouraged to connect with the remote monitoring system of urban fire control. Article 7 The products of building fire control facilities shall meet the national standards or industrial standards. It is forbidden to produce, sell or configure unqualified or explicitly eliminated building fire protection facilities. Quality and technical supervision departments, industrial and commercial administrative departments and fire control institutions of public security organs shall strengthen supervision and inspection on the quality of fire control products according to their respective responsibilities. Eighth building construction units, engineering supervision units and building fire control facilities design units, construction units, design audit units, completion acceptance units, responsible for the quality of building fire control facilities according to law. Chapter III Maintenance Article 9 Building fire control facilities shall be maintained by the building property right unit, or by the user unit or property service enterprise entrusted by the property right unit. Where two or more units manage or use the same building, they shall clarify their respective fire safety responsibilities, determine the responsible person, and uniformly maintain the building fire control facilities used by * * *. The realty service enterprise in the residential area shall maintain the building fire control facilities in the management area. Tenth building property units or users, property services companies to perform the following maintenance responsibilities for building fire protection facilities:

(a) to formulate and implement the maintenance system and operation procedures of building fire control facilities;

(two) to carry out fire safety training for the operation and management personnel of building fire control facilities, educate employees to use common sense of building fire control facilities, and conduct regular drills;

(three) according to the requirements of the fire control institutions of public security organs to establish special files of building fire control facilities;

(four) other duties as prescribed by laws, regulations and rules. Eleventh units with fire control room, area alarm controller or fire pump shall be equipped with automatic fire control system operators who have obtained employment certificates according to law. The fire control room should be on duty 24 hours a day. Article 12 The key units of fire control safety determined by the fire control institutions of public security organs shall check the building fire control facilities 1 time every day, and other units shall check the building fire control facilities 1 time at least every week. Inspection personnel shall fill in inspection records as required. Thirteenth building property units or users, property services companies should conduct at least 1 single inspection of building fire protection facilities every month, test the single function of building fire protection facilities, and fill in the single inspection records in accordance with the regulations. Article 14 The property owner or user of a building and the realty service enterprise shall conduct at least 1 joint inspection of building fire-fighting facilities every year, conduct a comprehensive inspection and evaluation of the functions of building fire-fighting facilities, and fill in the joint inspection records in accordance with regulations. The annual linkage inspection records of key units of fire safety determined by the fire control institutions of public security organs shall be reported to the fire control institutions of local public security organs for the record before 65438+30 February each year. Fifteenth units that do not have the conditions for single detection and joint detection of building fire protection facilities may entrust units with the qualification of building fire protection facilities to carry out detection. The testing unit is responsible for the testing results. Sixteenth building property units or users, property services companies should be based on environmental conditions and product technical performance requirements, maintenance, repair and replacement of building fire facilities. Seventeenth building fire facilities due to renovation, overhaul failure or stop using, building property units or users, property services companies should take corresponding emergency measures, and immediately to the local public security organs for the record.
