Article 2 These Measures shall be applicable to the removal and management of snow and ice on roads, bridges and squares in this city. Article 3 Organs, organizations, military units, schools, enterprises and institutions, individual industrial and commercial households and residents (hereinafter referred to as units and individuals) in the urban areas of this Municipality have the obligation to remove ice and snow. Article 4 The Municipal People's Government shall be responsible for organizing and leading the work of snow and ice removal in the urban areas of this Municipality, and stipulate key areas for snow and ice removal every year in accordance with the principle of gradual expansion. The district people's governments shall be responsible for the specific implementation of the work of removing ice and snow within their respective jurisdictions, and may appropriately expand the scope of removing ice and snow according to the key areas of removing ice and snow as stipulated by the municipal government.

The construction administrative department shall be responsible for the guidance, supervision and inspection of the snow removal work.

Public security, transportation, industry and commerce, education, civil affairs, price, finance and other relevant administrative departments. , should cooperate with the construction administrative departments according to their respective responsibilities to do a good job of removing snow and ice. Fifth ice and snow removal is mainly voluntary, and the principle of regional management, grading responsibility and responsibility for all-in-one work is implemented. Adopt the method of combining specialty with the masses, and combining manual and mechanical methods to remove ice and snow. Sixth to encourage and support units and individuals to set up ice and snow removal companies in accordance with the law, the implementation of paid services. After the municipal and district people's governments have designated the areas for removing ice and snow, the municipal and district people's governments and the sub-district offices within their respective jurisdictions and the persons responsible for removing ice and snow shall sign the responsibility letters for removing ice and snow respectively. The responsibility book is signed year by year.

Sub-district offices shall promptly send the letter of responsibility (copy) signed with the person responsible for removing snow and ice to the district construction administrative department for future reference. Article 8 The responsible person who undertakes the obligation of removing ice and snow shall complete the task of removing ice and snow according to the requirements of the responsibility book for removing ice and snow. If the person responsible for removing ice and snow changes, the local sub-district office shall re-determine the person responsible and sign a letter of responsibility. Article 9 The person responsible for snow removal shall be determined in accordance with the following provisions:

(four) the demolition site and the streets around the construction site, the development and construction unit is responsible for the removal of ice and snow;

(five) the ice and snow in residential areas, the implementation of property management, the property management department is responsible for the removal of ice and snow; Without the implementation of property management, the street office is responsible for removing ice and snow;

(six) other roads, bridges and squares are responsible for removing snow and ice, which shall be determined by the district people's government or the street office. Article 10 The person responsible for removing ice and snow shall remove the ice and snow in time. It snows at night, and it will be clear the next day; It snows during the day, and when it stops, clean it up. Light snow 1 day, heavy snow within 3 days. Snowfall on holidays should be cleared in time. Article 11 In areas where ice and snow need to be transported out, light snow should be transported out within 2 days, heavy snow and medium snow should be transported out within 5 days, and the transported ice and snow should be dumped at designated places. In other areas, under the condition of not affecting the passage of pedestrians, ice and snow can be piled up on the pedestrian walkway near the kerbs, so as to be neatly stacked. Twelfth removal of ice and snow, with no accumulated ice, no residual snow, bare ground as the standard. Thirteenth in addition to the ice and snow responsible person unable to bear the obligation of ice and snow removal, can be entrusted to the street office to remove, and pay the cost of ice and snow removal according to the standard of 3 yuan per square meter of snow every day.

If the snow and ice are not removed on time or the snow and ice are not up to standard, the street office shall be responsible for the removal, and the expenses required shall be borne by the responsible person.

If the responsible person who undertakes the obligation of transporting ice and snow is unable to transport ice and snow, the district construction administrative department or sub-district office shall be responsible for transporting ice and snow, and the required transportation expenses shall be borne by the responsible person, or a qualified ice and snow removal company shall be entrusted to remove it with compensation. Article 14 During the period when the municipal and district people's governments require the removal of ice and snow on streets and roads, the traffic department of the public security department shall be responsible for organizing and guiding all kinds of vehicles to pass.

In the process of removing snow and ice, passing vehicles should pay attention to avoid the snow and ice removal personnel to ensure their personal safety. If traffic accidents are caused by disobedience to traffic management, the traffic management department of the public security shall handle them in time according to law. Fifteenth units or individuals that have made remarkable achievements in the voluntary removal of ice and snow shall be commended or rewarded by the municipal and district people's governments. Sixteenth in violation of the provisions of these measures, refused to sign a letter of responsibility, the local construction administrative department shall order it to make corrections, and impose a fine of more than 400 yuan and less than 800 yuan, and the relevant departments shall give informed criticism to the main person in charge of the unit. Seventeenth in violation of the provisions of Article 10, Article 11 and Article 12 of these measures, failing to fulfill the obligation of removing ice and snow according to the time limit or standard, the local construction administrative department shall impose a fine of more than 200 yuan 1000 yuan on the responsible person. Article 18. In violation of the provisions of article thirteenth of these measures, failing to pay the cost of removing snow and ice on time, the local construction administrative department shall order it to pay within a time limit and impose a fine of more than 500 yuan 1000 yuan.
