Zhang Guowei said that in the process of drafting the Regulations, we should pay attention to five relationships: the relationship between increase and decrease, the development of urban renewal under the background of capital reduction, and the precise incremental space for improving people's livelihood; The relationship between the central government and local governments should be based on the positioning of the four centers, improve the four service capabilities and give priority to ensuring the functions of the central government; The relationship between dynamic and static not only increases the vitality of the city through urban renewal, but also calms the core area; The relationship between the new and the old, coordinate the new and existing buildings, and coordinate the old and new standards; The relationship between justice and benefit, clarify the rights, obligations and responsibilities of property owners, and solve the problems of "I want to update" and "I want to update".
