Article 1 In order to regulate the charging behavior of urban property management services and safeguard the national interests, the legitimate rights and interests of property management institutions, property owners and users, these charging methods are formulated according to the Interim Measures for Charging Property Management Services in Urban Residential Areas of the State Planning Commission and the Ministry of Construction and the Measures for Charging Property Management Services in Urban Residential Areas of Yunnan Provincial Price Bureau and Yunnan Provincial Construction Department (Trial). ?

Article 2 These charging methods are applicable to the property management institutions that have been examined by the Kunming real estate administrative department and registered in the administrative department for industry and commerce. ?

Article 3 Property management service charges refer to the fees charged by property management institutions for providing socialized and professional management services for urban residential quarters, villas, apartments, office buildings, comprehensive buildings and commercial buildings. ?

Article 4 Property management service charges belong to business service charges, which are subject to three price forms: government pricing, government guidance pricing and operator pricing. ?

Comprehensive management service fees, transportation and storage fees and service fees of public institutions are subject to government pricing and government-guided prices, which are subject to unified examination and approval by the price department. In addition to the provisions of the price department, if there is a unified charging standard for special services, the operator shall set the price and report it to the price department for the record. ?

Article 5 The price department is the competent department in charge of property management service charges, and is responsible for the formulation, approval and adjustment of property management service charges. The price inspection agency of the price department is responsible for supervising and inspecting the implementation of property management service charges. ?

Article 6 Charges for property management services shall follow the principles of reasonableness, openness and adaptability to the economic affordability of housing owners (or users), and implement paid services according to the degree of specialization of property management and service standards to stop price monopoly and profiteering. ?

Article 7 The setting of service charge items?

(1) Comprehensive management service fee. Refers to the labor, materials and water and electricity costs incurred in the normal operation of sanitation, security, environmental greening and public facilities maintenance. ?

(2) collecting and remitting fees. Refers to water, electricity, pipeline gas, cable TV, telephone, etc. Should be paid by residents, by the property management agencies withheld. ?

(4) Management fees for migrant workers.
