In this context, all localities began to speed up the renovation of old residential areas. The 265438+20th Century Business Herald recently found that 23 provinces have issued relevant work plans for the renovation of old residential areas in 2020, and promoted related work from the aspects of renovation content, scope, source of renovation funds and industrial chain.
Carry out a new round of investigation.
According to the preliminary statistics of the Ministry of Housing and Urban-Rural Development, there are nearly10.6 million old houses, involving more than 42 million households, with a construction area of about 4 billion square meters.
In 2020, it is planned to renovate 39,000 old urban communities, involving nearly 7 million residents, which is twice as many as the 2019,000 communities and about 3.52 million residents. According to the incomplete statistics of the 265438+20th Century Business Report, as of the beginning of June, 23 provinces have issued the work plan for the renovation of old residential areas in 2020.
Although the executive meeting in the State Council on April 14 emphasized that the focus of the renovation of old residential areas is residential areas completed before the end of 2000, the standards are not exactly the same in local planning, and some provinces have expanded the scope of renovation.
The Technical Guidelines for Renovation of Old Residential Quarters in Fujian Province (Draft for Comment) states that the scope of renovation of old residential quarters is "old residential quarters in cities and counties (Chengguan Town) built before 2000, with safe main structure and insufficient public infrastructure affecting residents' basic life, and residents have a strong desire for renovation", but the document also states that it is necessary to "simultaneously renovate some foundations built before 20 10,
The Implementation Plan for Deepening the Renovation of Old Urban Residential Areas in Shandong Province, published in March, set the time standard for the renovation of old residential areas before June 438+February 365438 +0, 2005, and proposed that by the end of the Tenth Five-Year Plan, on the basis of ensuring the completion of the renovation of old residential areas before 2000, we should strive to basically complete the renovation of old residential areas before 2005.
Besides "what to change", there are also different policies on "how to change", but most of them are arranged according to three categories: basic, perfect and upgrading.
Anhui Province plans to renovate 87 1 old residential areas this year, involving 259,000 households. According to the plan, its "basic" transformation is mainly to give priority to filling the functional shortcomings of the community, demolishing illegal buildings, and solving the needs of water supply, drainage, gas supply, power supply, roads, communication (including fttp) and parking; "Perfection" mainly includes elevator installation, house maintenance and renovation, supporting parking lots and charging piles, activity facilities, property services and intelligent security facilities. "Upgraded" is mainly aimed at public services and public environment, including increasing convenience facilities such as community pension, child care, medical care, housekeeping, sports facilities and smart mailboxes.
In terms of specific progress, the progress of each province is different. According to the website of the Ministry of Housing and Urban-Rural Development, Jilin Province is accelerating the establishment of a management system for the renovation of old residential areas, and has completed the compilation of the technical guidance manual (infrastructure) for the renovation of old urban residential areas. Recently, Heilongjiang held a video conference to promote the transformation of old residential areas in the province, and the transformation of local old residential areas entered the stage of bidding construction.
2 1 Century Business Herald The reporter learned that all localities are still pushing forward a new round of old community surveys.
From 2065438 to September 2007, Beijing investigated the old residential areas in the city. In the latest work plan for comprehensive renovation of old residential areas in 2020, Beijing once again proposed to conduct a comprehensive survey of old residential areas and basically build a database of old residential areas.
An official of the Ministry of Housing and Urban-Rural Development, the capital city of central China, told the reporter of 2 1 Century Business Herald that the local government began to comprehensively improve the environment of old residential areas from 20 12 and conducted many investigations. However, at the end of March this year, a new round of census of old residential areas began, mainly to provide decision-making basis for the local government to formulate the next phase of renovation of old residential areas and establish a database of related projects.
The investment intensity varies from place to place.
The transformation of old residential areas, where the money comes from and where it goes, is the most concerned issue from all walks of life.
The executive meeting of the State Council held on April 14 pointed out that promoting the renovation of old residential areas is an important measure to expand domestic demand. Since 20 19, the renovation of old urban residential areas has been included in the affordable housing project, and the central subsidy funds have been arranged to support it.
Judging from the renovation standards published in various places, the average investment intensity of the renovation of old residential areas is different. According to the statistics of Bank of China Securities, Anhui, Hebei, Guizhou and Qinghai provinces have announced specific investment plans.
Among them, the total number of households involved in the renovation plan of old urban communities in Anhui Province in 2020 is 25,9691,and the total investment of the province is estimated to be 3,299,699 yuan, with an average of 0,270 yuan per household/kloc-0. The average household in Qinghai Province is about 6.5438+0.5 million yuan, and the "most expensive" households in Guizhou Province are close to 40,000 yuan. In 20 18, Hebei province issued the "Three-year Action Plan for Renovation of Old Residential Areas in Hebei Province (20 18-2020)", with an average amount of only 0.9 million yuan per household.
However, the question of where the money comes from still exists. Although the renovation of old residential areas has been included in the scope of special debt, many interviewed researchers said that the special debt requires a certain income from the project, but the limited cash income generated by the renovation of old residential areas has become a major problem.
In this regard, Li Qilin, chief economist of Yuekai Securities, told the reporter of 2 1 Century Business Herald that an important income source of the old special debt is the land appreciation income, that is, the value of houses and lots is improved through transformation. Judging from the actual landing situation, some local governments have chosen government fund income as the source of debt repayment funds.
Tongling City, Anhui Province, the old renovation project combined with the rain and sewage diversion renovation of 94 old residential areas, with a total investment of 365 million yuan, of which 654.38+65 million yuan came from financial funds, and the rest was financed through special debts. The expected income sources of debt repayment of this project are land transfer income and sewage collection and treatment income, the former accounts for 49.65% of the total income, and the local government has approved the arrangement of nearby 135 mu land transfer as the source of repayment funds.
How much pulling effect will these investments eventually form? Many interviewees believe that although the transformation of old residential areas is not as good as shed reform in pulling real estate investment, it still has obvious pulling effect on the demand in related fields.
At the 2020 China International Coatings Conference, Zhao Luxing, a researcher at the Policy Research Center of the Ministry of Housing and Urban-Rural Development, said that after the epidemic, the renovation of old urban communities will become one of the important means to protect people's livelihood, stabilize investment and boost domestic demand. According to the preliminary national pilot situation, the proportion of indoor secondary decoration in the transformation of old residential areas is 20% ~ 30%, which will further promote the overall market space of coatings and provide huge development space for architectural coatings, building waterproofing and painting industries.
Guo Jin Securities predicts that the market space of waterproof materials in the field of consumer building materials will reach 23.6 billion yuan under the instigation of the old reform; The market space of coatings is 510.80 billion yuan; The pipe market space is 27.3 billion yuan.
