Beijing Municipal Commission of Housing and Urban-Rural Development: After the epidemic level is reduced, the indoor decoration activities in residential quarters will be fully liberalized.

On July 27th, the Beijing Municipal Commission of Housing and Urban-Rural Development issued the Notice on Opening Indoor Decoration Activities of Residential Areas in our city, saying that in order to further meet the living needs of residents, the indoor decoration activities of residential areas will be fully opened after the level of epidemic prevention and control is lowered. Relevant work shall be carried out in accordance with the relevant provisions of the Administrative Measures for Interior Decoration of Residential Buildings (OrderNo. 1 10 of the Ministry of Construction) and the Measures for the Prevention and Control of Environmental Noise Pollution in Beijing (OrderNo. 18 10 of the Beijing Municipal People's Government).

Prior to this, on June 20, the Beijing Municipal Commission of Housing and Urban-Rural Development issued the Notice on Strengthening the Interior Decoration Management of Residential Quarters in Our City during the Current Epidemic, clarifying how to carry out the interior decoration activities of residential quarters when the emergency response level of public health emergencies in Beijing is adjusted to Grade II, ensuring that the requirements for epidemic prevention and control are strictly implemented, and taking into account the actual needs of residents' families.

For indoor decoration of residential quarters, we must strictly implement the relevant requirements of the Work Plan for Prevention and Control of Public Health Emergencies in Beijing to secondary communities (villages) and the Administrative Measures for Indoor Decoration of Residential Buildings (DecreeNo. 102). Before the epidemic risk level is reduced and the senior high school entrance examination is over, the owners or property users who really need to carry out interior decoration should obtain the consent of the local community and property management unit before the start of construction, and take appropriate measures to reduce noise and dust or carry out noise-free engineering construction to avoid interfering with students' family study.

If the interior decoration project under construction needs to be continued, the owners or property users shall consult with their residential areas and property management units, and take appropriate noise reduction and dust reduction measures or carry out noise-free engineering construction without objection from neighboring owners.

On July 3, the Beijing Municipal Commission of Housing and Urban-Rural Development issued the "Beijing Further Strengthening the Interior Decoration Management of Residential Areas during the Epidemic Period" again, proposing classified policies and standardizing management.

According to the document, for the students studying at home because of the epidemic, in order to avoid the interference of decoration activities, from the perspective of people-oriented and taking into account the interests of related families, it is proposed that the owners or property users of rigid home improvement should obtain the consent of their communities and property management units before starting work, and take corresponding noise reduction and dust reduction measures or carry out noise-free engineering construction. If the interior decoration project under construction needs to be continued, the owners or property users shall consult with their residential areas and property management units, and take appropriate noise reduction and dust reduction measures or carry out noise-free engineering construction without objection from neighboring owners. Such classified policies and standardized management better balance the relationship between home improvement demand, community order and epidemic prevention and control.
