The property has the right not to let the owner change the window. The Regulations on the Administration of City Appearance and Environmental Sanitation, the Standards of City Appearance, the Property Law and other laws have corresponding provisions. Changing the pattern without authorization, on the one hand, the materials used are not necessarily safe; On the other hand, it will also damage the appearance and image of the whole building. Generally, when the house is handed over, the property will sign a decoration agreement with the owner, and there will be relevant terms in it. Although residential property has no law enforcement power, residential property management should stop it when it finds that residential owners violate the rules. If the owner does not stop the illegal behavior after the residential property management persuasion, he can report to the law enforcement department, and the law enforcement department will take further measures.
Second, the forbidden behavior in the decoration
Referring to Article 6 of the Measures for the Administration of Residential Interior Decoration, without approval, the decorator shall not engage in the following acts:
(1) Building buildings and structures;
(two) to change the facade of the house and open the doors and windows on the non-load-bearing external wall;
(3) Dismantling heating pipelines and facilities;
(four) the demolition of gas pipelines and facilities.
Third, declare the materials needed for decoration
Referring to Article 14 of the Measures for the Administration of Residential Interior Decoration, the following materials shall be submitted when applying for registration:
(a) all of the housing (or valid documents to prove their legitimate rights and interests);
(2) the identity certificate of the applicant;
(3) Decoration scheme;
(four) to change the main body or load-bearing structure of the building, the design scheme proposed by the original design unit or the design unit with corresponding qualification grade must be submitted;
(five) the approval documents of the relevant departments shall be submitted for the acts in Article 6 of these Measures, and the design scheme or construction scheme shall be submitted for the acts in Article 7 and Article 8 of these Measures;
(six) commissioned by the decoration enterprise construction, it is necessary to provide a copy of the relevant qualification certificate of the enterprise.
Non-owner residential users also need to provide written proof that the owner agrees to decorate.
