Does the community have the right to organize the property to recruit people to sing?

The community has no right to organize property selection and voting. Community neighborhood committees are grass-roots mass self-governing organizations for self-management, self-service and self-education of urban residents. They are organized and supported by the local government in order to manage and serve the masses. They are not owners of residential properties and have no right to hire property companies to sing tickets. Therefore, the community has no right to organize property selection and voting. Voting refers to reading out the names written or delineated on the ballot paper loudly when issuing invoices after voting.
