Regulations of Chongqing Municipality on Animal Epidemic Prevention

Chapter I General Provisions Article 1 In order to strengthen the management of animal epidemic prevention activities, prevent, control and exterminate animal epidemics, promote the healthy development of aquaculture, ensure public health and safety, and protect human health, these Regulations are formulated in accordance with the Law of People's Republic of China (PRC) on Animal Epidemic Prevention, the Emergency Regulations on Major Animal Outbreaks and other laws and administrative regulations, combined with the actual situation of this Municipality. Article 2 These Regulations shall apply to animal epidemic prevention and its supervision and management activities within the administrative area of this Municipality. Article 3 The people's governments of cities, districts and counties (autonomous counties) shall uniformly lead the work of animal epidemic prevention within their respective administrative areas, incorporate animal epidemic prevention into the national economic and social development plan and annual plan at the corresponding level, strengthen the construction of animal epidemic prevention teams and animal epidemic prevention infrastructure, establish and improve the animal epidemic prevention system, and formulate and organize the implementation of animal epidemic prevention plans.

Township (town) people's governments and sub-district offices shall, according to the needs of animal epidemic prevention and control, establish and improve the responsibility system for animal epidemic prevention and control, and organize animal epidemic prevention work. Fourth city, county (Autonomous County) people's government veterinary departments responsible for animal epidemic prevention work within their respective administrative areas.

The development and reform, finance, commerce, health, forestry, fishery, public security, transportation, environmental protection, municipal administration, food and drug supervision departments of the people's governments of cities, districts and counties (autonomous counties) shall be responsible for the relevant animal epidemic prevention work according to their respective responsibilities.

The veterinary administrative departments of the people's governments of counties (autonomous counties) shall be stationed in townships (towns), sub-district offices or veterinary institutions in specific areas according to law, and shall be responsible for the prevention and control of animal diseases according to their respective responsibilities. Fifth city, county (Autonomous County) animal health supervision institutions responsible for the quarantine of animals and animal products and other related animal epidemic prevention supervision and law enforcement work.

City, county (Autonomous County) animal disease prevention and control institutions undertake animal disease monitoring, detection, diagnosis, epidemiological investigation, epidemic report and other prevention and control technical work. Sixth village (neighborhood) committees shall assist the local people's government to carry out animal epidemic prevention work such as immunization, disinfection and emergency response, and urge and guide the village (neighborhood) people to consciously fulfill their obligations of animal epidemic prevention. Article 7 Units and individuals engaged in animal breeding, slaughtering and marketing, and the production, processing and marketing of animal products shall bear the responsibility for animal epidemic prevention and animal product safety within their business areas and business scope. Eighth Municipal People's government is responsible for organizing the construction of the city's animal disease-free areas, the implementation of regional management of animal diseases.

Encourage and support large animal farms to establish biosafety isolation zones. Chapter II Prevention of Animal Diseases Article 9 The veterinary administrative department of the Municipal People's Government shall, according to the national compulsory immunization plan for animal diseases, formulate the compulsory immunization plan within its administrative area.

The veterinary administrative department of the people's government of a county (autonomous county) shall, according to the city's animal disease prevention and control plan and the compulsory immunization plan for animal diseases, and in combination with the epidemic situation of animal diseases in their respective administrative areas, formulate an implementation plan for compulsory immunization for animal diseases, and organize the implementation after being reported to the people's government at the same level for approval.

Township (town) people's governments and sub-district offices shall, according to the implementation plan of compulsory immunization of animal diseases, organize units and individuals raising animals within their respective jurisdictions to do a good job in compulsory immunization and disinfection of animal diseases. Tenth units and individuals engaged in animal breeding, slaughter, management, isolation, transportation and animal products production, management, processing, transportation, storage and other activities, should do a good job in animal epidemic prevention work such as immunization, disinfection and harmless treatment.

City, county (Autonomous County) veterinary authorities and township (town), street veterinary institutions should be in accordance with the principle of convenience, regularly to urban communities, residential areas and rural areas to carry out compulsory immunization publicity and education and technical guidance, to provide compulsory immunization services. Units and individuals that raise animals shall declare the compulsory immunization of animals to local township (town) and street veterinary institutions, and accept the guidance and services of compulsory immunization of animals.

Animal farms (farming communities) shall be equipped with practicing veterinarians or rural veterinarians, establish and improve animal epidemic prevention systems, and implement them by themselves according to the implementation plan of compulsory immunization against animal diseases. Animal farms (farming communities) shall affix livestock and poultry labels to animals that are subject to compulsory immunization, and establish animal epidemic prevention information immunization files. Eleventh animal farms (breeding areas) should regularly carry out monitoring of major animal diseases and zoonotic infectious diseases, and report to the local animal disease prevention and control institutions for the record. Do not have the testing conditions, should be entrusted to a qualified agency for testing. There should be a complete test record. Article 12 If the density and quality of compulsory immunization against animal diseases do not meet the requirements of the state and this Municipality, the people's governments of counties (autonomous counties) and their veterinary departments, township (town) people's governments and sub-district offices shall take rectification measures according to their duties, and the units and individuals that raise animals shall carry out rectification. Article 13 The veterinary administrative department and the health administrative department of the people's governments of cities, districts and counties (autonomous counties) shall establish a joint prevention and control mechanism for zoonotic infectious diseases, and inform each other of information in a timely manner. * * * shall, in accordance with their respective responsibilities, formulate joint prevention and control plans for infectious diseases of people and livestock, and organize their implementation. Fourteenth city, county (Autonomous County) people's government veterinary departments shall formulate animal disease monitoring and epidemiological investigation plan and organize the implementation.

City, county (Autonomous County) animal epidemic prevention and control institutions to carry out animal epidemic analysis and evaluation according to the results of animal epidemic monitoring and epidemiological investigation. The veterinary administrative department of the Municipal People's Government shall, according to the analysis and evaluation results of animal epidemic situation, timely release the early warning of animal epidemic situation. The people's governments of cities, districts and counties (autonomous counties) shall take corresponding prevention and control measures according to the early warning of animal epidemic situation.
