Is it reasonable to pay the property fee first and then inspect the house?

According to Article 16 of the Measures for the Administration of Property Service Charges:

Included in the scope of property management has been completed but not yet sold, or because of the development and construction unit, the development and construction unit shall pay the property service fee or property service fund in full.

In other words, the priority of house inspection and property fee payment should be to pay property fee first. Houses with quality problems or unqualified acceptance shall be repaired by the construction unit before re-acceptance, and the property fees incurred during the period shall be borne by the construction unit.
