Fuguicheng is uninhabited mainly for the following reasons:

1. The surrounding environment is not good, including air pollution and noise.

2. Incomplete facilities, such as no elevator, no public electricity, no heating, no gas, etc. And the property does not solve the problem, resulting in inconvenient life for residents.

3. Fu Gui's urban construction has not been completed, and it lacks some basic public facilities, such as schools and hospitals, which makes it difficult for residents to live here for a long time.

For the above reasons, Fuguicheng is temporarily uninhabited.
