Chapter I General Provisions Article 1 In accordance with the People's Republic of China (PRC) Law on the Prevention and Control of Environmental Pollution by Solid Waste, the Regulations on the Administration of Urban Appearance and Environmental Sanitation, the Regulations on the Administration of Urban and Rural Domestic Waste in Guangdong Province and other relevant laws and regulations, combined with the actual situation of this Municipality, in order to strengthen the classified management of domestic waste, improve the level of reduction, recycling and harmlessness of domestic waste, improve the urban and rural ecological environment and promote sustainable economic and social development. Article 2 These Provisions shall apply to the source reduction, classified delivery, classified collection, classified transportation, classified treatment and related supervision and management activities of domestic garbage within the administrative area of this Municipality. Article 3 The term "domestic garbage" as mentioned in these Provisions refers to the solid waste generated in daily life or activities providing services for daily life, and the solid waste regarded as domestic garbage according to laws and administrative regulations. Article 4 The classified management of domestic waste shall follow the principles of government promotion, participation of the whole people, overall planning of urban and rural areas, suiting measures to local conditions and simplicity, and implement the control and management of reduction, recycling and harmlessness. Article 5 The Municipal People's Government shall incorporate the classified management of domestic waste into the national economic and social development plan, incorporate the required funds into the fiscal budget of the government at the corresponding level, determine the objectives of classified management of domestic waste, establish a coordination mechanism for classified management of domestic waste, and coordinate and solve major problems in classified management of domestic waste.

Town People's Government (street offices) shall perform the responsibility of territorial management and be responsible for the guidance and daily management of domestic waste classification within its jurisdiction:

(a) to formulate the work plan and specific implementation rules for the classification of domestic waste in this area, and implement the management objectives of domestic waste classification;

(two) to ensure the funds and personnel for the classified management of domestic waste;

(three) in conjunction with the relevant departments to establish a domestic waste classification management and law enforcement linkage mechanism;

(four) to guide the village (neighborhood) committees to organize and mobilize the units and individuals within their jurisdiction to carry out the classification of domestic waste.

Village (neighborhood) committees shall, under the guidance of the town people's government (street offices), do a good job in organizing, publicizing and guiding the reduction and classified delivery of domestic waste at the source, and can incorporate the requirements of reduction and classified delivery of domestic waste into village regulations and community residents' conventions. Article 6 The principle of "garbage classification must be managed by industry" shall be implemented in the classified management of domestic garbage in this Municipality, and the competent departments of various industries shall incorporate the classified management of domestic garbage into the responsibilities of industry management. Seventh city urban management comprehensive law enforcement department is the competent department of domestic waste classification management, responsible for drafting or formulating domestic waste classification management system and organizing the implementation, responsible for the overall coordination, supervision and management of the city's domestic waste classification.

The municipal development and reform department is responsible for taking the lead in promoting municipal public institutions to carry out classified management of domestic waste and promoting demonstration of public institutions, promoting the treatment of plastic pollution as a whole, promoting the reduction of domestic waste sources, and participating in the establishment and improvement of the charging system for domestic waste treatment.

The municipal agricultural and rural departments are responsible for guiding the classified management of rural domestic waste.

The municipal ecological and environmental department is responsible for guiding and supervising the monitoring of pollutant discharge and the prevention and control of environmental pollution in places such as domestic garbage transfer facilities and treatment facilities. Hazardous wastes classified from domestic garbage and collected centrally belong to hazardous wastes, and pollution prevention and control during storage and disposal should be supervised.

The municipal housing and urban-rural construction department is responsible for urging property service enterprises to carry out domestic waste classification according to the guidance of the competent department of waste classification, incorporating the requirements of domestic waste classification management into the preliminary property contract and the model text of property service contract, and incorporating the domestic waste classification of property service enterprises into the credit management system of property service enterprises.

The municipal natural resources department is responsible for the classified delivery, collection, transportation and treatment of domestic garbage, and will incorporate the facilities construction into the supporting construction requirements of public service facilities of construction projects.

The municipal commerce department is responsible for guiding and managing the recycling of renewable resources, promoting the construction of recycling industry system, guiding, standardizing and supporting the development of recycling industry, and guiding catering, accommodation and other industries to carry out domestic waste classification.

The municipal market supervision department is responsible for guiding and promoting the classification of domestic waste in commodity trading markets such as farmers' markets, shopping malls and supermarkets.

The municipal education department is responsible for organizing, supervising and guiding schools, kindergartens and other educational institutions to carry out the classification of domestic waste, incorporating the knowledge of domestic waste classification into the contents of school education and teaching, and organizing popular science education activities on domestic waste classification.

Municipal finance, industry and information technology, health, transportation, science and technology, culture, radio and television, tourism and sports, postal services, supply and marketing cooperatives and other relevant departments shall, in accordance with the division of responsibilities, do a good job in the source reduction and classified management of domestic waste. Article 8 Units and individuals shall abide by the provisions on the classification and reduction of domestic garbage, reduce the amount of garbage generated, implement the classification and delivery of garbage, and pay the domestic garbage disposal fee according to the principle of "whoever produces pays" and the charging system. Article 9 The municipal and town people's governments (street offices) and relevant departments shall take effective measures to strengthen publicity and education on source reduction, whole-process classified management and resource utilization, raise citizens' awareness of classification, popularize classification knowledge, and organize the whole society to participate.

Village (neighborhood) committees shall do a good job in the propaganda work of reducing the source of domestic waste and classifying it, and make full use of publicity windows, electronic display screens, bulletin boards and other carriers to do a good job in the classified propaganda of domestic waste.

The realty service enterprise and the owners' committee shall make full use of the publicity window, electronic display screen, bulletin board and other carriers to carry out the classified publicity work of residential domestic waste, mobilize the residents of the residential area to carry out the work of source reduction, regular and fixed-point delivery and classified delivery, urge the cleaning staff of the residential area to do a good job in the classified collection of domestic waste, and cooperate with relevant departments to do a good job in the classified transportation of domestic waste.

Radio, television, newspapers, internet and other media shall, in accordance with the relevant provisions, carry out public welfare propaganda on the source reduction and classification of domestic waste, popularize relevant knowledge, and enhance the public's awareness of the source reduction and classification of domestic waste.
