Chapter I General Provisions Article 1 These Regulations are formulated in accordance with the Law of People's Republic of China (PRC) on Animal Epidemic Prevention, the Law of People's Republic of China (PRC) on Public Security Administration Punishment and other relevant laws and regulations, combined with the actual situation of this Municipality, in order to standardize dog-raising behavior, strengthen dog-raising management, safeguard personal health and safety, and maintain social public order and city appearance and environmental sanitation. Article 2 These Regulations shall apply to dog-raising behavior and dog-raising management activities within the administrative area of this Municipality.

These regulations are not applicable to military organs, public security organs, emergency management organs, customs, zoos, professional performance groups, scientific research institutions and other units that need dogs for specific work. Article 3 Dog management shall safeguard public interests and public order, and follow the principle of combining dog owners' self-discipline, government supervision, social participation and public supervision. Article 4 The Municipal People's Government and the Town People's Government (street offices) shall strengthen the organization and leadership of dog management, establish a coordination mechanism for dog management, and incorporate the funds required for dog management into the fiscal budget at the same level. Article 5 The public security organ is the administrative department in charge of dog management, and is responsible for keeping dog records, supervising and managing dogs brought out, treating and managing stray dogs, and investigating and punishing illegal dog-raising behaviors such as failing to effectively stop barking from interfering with the normal life of others, allowing dogs to indulge or driving dogs to intimidate and hurt others according to law.

Agricultural and rural departments are responsible for the supervision and management of dog epidemic prevention, medical observation of injured dogs and harmless treatment of dog carcasses, and cooperate with public security organs to do a good job in dog access management.

The comprehensive law enforcement department of urban management is responsible for investigating and dealing with illegal dog-raising behaviors that affect the appearance and environmental sanitation of urban public places.

The housing and urban-rural construction department is responsible for supervising and guiding property service enterprises to participate in dog management.

Market supervision, health and other relevant administrative departments shall, in accordance with their respective responsibilities, do a good job in dog management. Article 6 Villagers' committees and residents' committees shall assist in carrying out publicity and education on raising dogs in accordance with the law and in a civilized manner, discourage and stop illegal dog-raising activities in this area, and mediate disputes arising from dog-raising according to law.

Villagers' committees and residents' committees may convene villagers' meetings and residents' meetings to formulate civilized dog-raising conventions according to these regulations, and report them to the Town People's Government (street offices) for the record. Article 7 The owners' committee and the realty service enterprise shall collect the dog-raising information in the residential quarters of this property, carry out the propaganda of civilized dog-raising, and promptly handle the complaints and reports of owners and property users on illegal dog-raising.

The owners' committee and the realty service enterprise shall discourage and stop the illegal dog-raising behavior within the realty management area; If the dissuasion or stop is ineffective, it shall promptly report to the public security organ and cooperate with the investigation.

The owners' committee may, in accordance with these regulations, convene the owners' meeting to formulate a civilized dog-raising management statute, which is binding on all owners. Eighth to encourage relevant industry associations, animal protection organizations and other social organizations to participate in civilized dog management services according to law, formulate relevant industry norms, and assist relevant administrative departments to carry out civilized dog management activities. Article 9 Public security organs shall, jointly with relevant departments and units, carry out publicity and education on keeping dogs in accordance with the law, keeping dogs in a civilized manner, preventing rabies and living in harmony with animals through various forms, and provide relevant consulting services.

Newspapers, radio, television, websites, WeChat official accounts, clients and other media should strengthen social morality education and public welfare publicity on civilized dog-raising knowledge, and guide dog owners to form good dog-raising habits. Chapter II Filing and Immunization of Dog Raising Article 10 An individual who raises a dog shall have full capacity for civil conduct, have a fixed residence in this Municipality and live in a single household.

Dog-raising units shall be equipped with closed safety protection facilities and special places such as dog cages, kennels and fences, and arrange special personnel to raise and manage dogs.

No unit or individual may keep dangerous dogs. The specific catalogue of dangerous dogs shall be determined and adjusted by the public security organs in conjunction with the agricultural and rural departments, and announced to the public. Dog owners should update the full-body color photos of the standing side of the dog if the main physical characteristics of the dog change obviously after handling the dog filing. Article 12 A dog-raising filing service institution shall, within 10 working days from the date of receiving the dog-raising filing materials, compile the unique serial number of the whole city for dogs, implant the electronic identification of dogs free of charge, and issue smart dog cards.

It is forbidden to forge, alter or buy or sell electronic dog signs and smart dog labels, and it is forbidden to buy or sell or use forged or altered electronic dog signs and smart dog labels. Thirteenth in any of the following circumstances, the dog owner shall update the filing information within thirty days from the date of change:

(a) the dog is sold or given to others, and the owner of the dog changes;

(two) dog owners give up raising dogs and send them to hospital for treatment;

(three) the dog owner's address, contact information and other information has changed.
