Measures for the Administration of Airport Clearance and Electromagnetic Environment Protection in Luzhou City

Chapter I General Provisions Article 1 In order to standardize the protection and management of airport clearance and electromagnetic environment in Luzhou City and ensure the flight safety and normal operation of military and civil aircraft, in accordance with the Law on the Protection of Military Facilities in People's Republic of China (PRC), the Law on Civil Aviation in People's Republic of China (PRC), the Regulations on the Administration of Civil Airports and the Regulations on the Protection of Airport Clearance and Electromagnetic Environment in Sichuan Province, combined with the actual situation of Luzhou City. Article 2 These Measures shall apply to the clearance of military and civil aviation airports and the protection of electromagnetic environment within the administrative area of Luzhou City. Article 3 The term "airport clearance protection area" as mentioned in these Measures refers to the space defined in accordance with the relevant technical standards of military and civil aviation in order to ensure the take-off and landing safety of military and civil aircraft, including the rectangular space area within 20 kilometers of both sides of the airport runway center line and its extension line.

In the airport clearance protection area, the core area of clearance protection is defined, that is, the area covered by the transition surface, the inner horizontal surface, the cone surface, the approach surface and the take-off climb surface in the clearance obstacle restriction surface. Article 4 The airport electromagnetic environment protection zone as mentioned in these Measures consists of two parts: the airport radio electromagnetic environment protection zone and the airport flight zone electromagnetic environment protection zone.

The electromagnetic environment protection zone of airport radio station refers to a rectangular range with a length of 1000 meter, in which the short-range navigation station or the intermediate guidance station (whichever is the greater) is increased by 500 meters from the center line of the runway to the extension lines at both ends of the runway.

The electromagnetic environment protection zone of airport flight area refers to the area surrounded by an arc centered on 13 km and a runway parallel line tangent to the two arcs. Article 5 The Municipal People's Government shall lead the airport clearance and electromagnetic environment protection work, incorporate the protection work into the target assessment system of production safety responsibility, establish and improve the work responsibility system and joint meeting mechanism, and study and solve major problems.

The people's governments at the county level in the airport clearance protection zone shall be specifically responsible for the airport clearance and electromagnetic environment protection, organize relevant departments to stop acts that affect flight safety, and eliminate obstacles, facilities and equipment.

The Town People's Government (street office) within the airport clearance protection area shall cooperate with the airport clearance and electromagnetic environment protection within its scope of duties. Article 6 The municipal civil aviation administrative department shall, jointly with the military airport administrative agency, be responsible for the organization and coordination of airport clearance and electromagnetic environment protection.

The relevant departments of the municipal, district and county people's governments shall undertake the following tasks within the scope of their duties:

(1) The Economic and Information Department is responsible for the electromagnetic environmental protection of the airport. Before approving the establishment and use of radio stations in the airport electromagnetic environment protection zone, the opinions of military and civil aviation airport management agencies (hereinafter referred to as "airport management agencies") shall be sought, and they shall be responsible for investigating radio interference sources and investigating illegal acts;

(2) The education and sports department is responsible for sending a copy of the air sports and model flight activities in the airport clearance protection zone and the area near the air route to the airport management agency in advance and strictly following the requirements of military and civil aviation, guiding homing pigeons, model planes and kite associations to formulate management measures for flying or flying in the clearance protection zone and supervising the implementation;

(3) The public security department shall investigate and deal with violations of public security management such as illegal flying of civil drones and illegal discharge of fireworks and firecrackers in the clearance protection area according to law;

(4) The natural resources and planning department is responsible for incorporating the height limit requirements of airport clearance protection areas into the national spatial planning, approving new construction, expansion and reconstruction of buildings (structures) according to the airport clearance requirements, and listing the height of buildings (structures) as the planning verification content;

(5) The department of ecology and environment is responsible for supervising the smoke and dust emission of industrial enterprises in the airport clearance protection zone, investigating and punishing the illegal sewage discharge behavior of enterprises according to law, and delineating key areas where the open burning of straw, fallen leaves, weeds and other substances is prohibited according to law;

(VI) The housing and urban-rural construction department is responsible for supervising and inspecting the installation, opening and warning red flag installation of tower crane aviation obstacle lights on the construction site of buildings (structures) in the airport clearance protection zone, and assisting the airport management agency in supervising and inspecting the performance of the agreement signed by the property company;

(7) The emergency management department is responsible for urging the local people's government at the county level or the administrative department to rectify the potential safety hazards of the behaviors that destroy the airport clearance and electromagnetic environment and affect aviation safety;

(8) The comprehensive law enforcement department of urban management is responsible for the investigation and punishment of illegal buildings (structures) in the airport clearance protection area, urban planning area and town planning area, and undertakes the investigation and punishment of other illegal acts affecting flight safety within the scope of duties;

(9) The forestry and bamboo industry department is responsible for cooperating with the disposal of plants planted in the airport clearance protection zone that affect flight safety or airport navigation AIDS and safety facilities around the border, and assisting the airport management agencies in carrying out bird strike prevention related work;

(10) The meteorological department is responsible for strengthening the management of unmanned free balloons and tethered balloons, focusing on the airport clearance protection area and the area near the air route;

(eleven) other relevant departments shall undertake airport clearance and electromagnetic environment protection within the scope of their duties. Article 7 The airport management agency is responsible for copying the airport master plan and airport obstacle restriction map to the natural resources and planning department, and assisting in the examination and approval of construction projects in the clearance and electromagnetic environment protection zone; Be responsible for verifying the airport clearance and electromagnetic environment protection, and immediately organize measurement (detection) when discovering new obstacles suspected to affect the safe operation of the airport or buildings (structures) and other facilities that affect the electromagnetic environment, and do the following work well:

(a) according to the requirements of the industry issued a navigation notice, announced the location and height of obstacles or construction projects that affect the electromagnetic environment, and take temporary restrictions as appropriate;

(two) immediately report to the military administrative department in Sichuan, the civil aviation regulatory department, the county people's government or the relevant competent departments;

(3) Conduct operational safety assessment to determine its impact on operational safety;

(four) actively coordinate with the county people's government and relevant departments to remove ultra-high obstacles or remove them to eliminate potential safety hazards. The project under construction should be ordered to stop immediately, and the ultra-high part should be removed in time. Before demolition, the construction unit or owner shall be required to set up obstacle signs and lights;

(five) to investigate the reasons for the ultra-high obstacles and the nature of the ultra-high part, form an investigation and analysis report, and report it to the military administrative department of Sichuan Province and the civil aviation regulatory department;

(six) after the completion of the demolition work, the organization survey. Re-examination results were reported to the Military Control Department and the Civil Aviation Sichuan Supervision Department.
