(a) to formulate plans, schemes and measures for roof beautification and greening in the whole city;
(two) to coordinate and deal with major issues in the city's roof greening work;
(three) to organize all districts and departments to implement roof beautification and greening, and to inspect, supervise and evaluate the implementation.
The Municipal Leading Group for Cleaning the Roof and Beautifying the Environment consists of the deputy mayor in charge and the leaders in charge of the departments of housing management, land planning, construction, urban management, industry and commerce, public security and fire control, and some group companies and relevant units.
The leading group for cleaning the roof and beautifying the environment has an office to handle daily work. The office is located in the Municipal Housing Authority.
The people's governments of all districts shall set up a leading group and office for roof beautification and greening in their respective administrative areas, and be responsible for the organization and coordination of roof beautification and greening in their respective administrative areas. Article 6 The following departments and units shall perform the prescribed duties under the unified leadership of the leading group for cleaning the roof and beautifying the environment:
(1) The Municipal Housing Authority is responsible for taking the lead in coordinating the city's roof beautification and greening, and implementing the roof beautification and greening of the municipal government's welfare commercial housing and low-profit commercial housing residential quarters.
(two) the municipal planning and land department is responsible for the demolition of urban illegal roof structures. Responsible for the beautification and greening of roofs of various new buildings, put forward specific requirements in land use planning, and conduct special review when building construction is reported; For buildings under construction, the requirements for roof beautification and greening are added.
(3) The municipal administrative department for industry and commerce shall, jointly with the municipal urban management department, the planning and land department and the municipal public security traffic management department, be responsible for cleaning up outdoor advertisements such as roofs that do not meet the requirements in accordance with the Regulations on the Administration of Outdoor Advertisements in Shenzhen Special Economic Zone.
(four) the municipal public security fire department is responsible for the guidance and inspection of fire control facilities, fire exits and other fire control contents in roof beautification and greening, and is responsible for investigating and dealing with fire hazards.
(five) the district people's governments shall be responsible for the organization, inspection and supervision of the work of roof beautification and greening within their respective jurisdictions, and shall be responsible for organizing and implementing the roof beautification and greening of various houses that have not implemented property management within their respective jurisdictions.
(six) the property management unit is responsible for organizing the implementation of the roof greening of the property under its management according to these measures. Article 7 The specific method of beautifying and greening is to purify the roof and beautify or green it according to the specific situation.
(1) Purification treatment: clean and wash the roof, remove the sundries on the roof, dismantle the illegal buildings, carry out anti-seepage treatment on the roof, rectify billboards, antennas and telephone lines, promote cable TV or install antennas for * * *. ;
(2) Landscaping: When technical or other objective conditions permit, plants should be planted on the roof of the owner, especially on the roof of the podium of the high-rise building, for greening or building the roof garden; If technical or other objective conditions do not permit, the unowned or unowned roof should be beautified and afforested by painting, tiling or planting extensive management plants, without soil cultivation. Eighth roof landscaping requirements:
(1) As the fifth facade of the building, the roof of the building must be specially designed to meet the requirements of structural safety, roof waterproofing, fire prevention and typhoon prevention.
(2) The greening design scheme should combine the building functions and service objects, focusing on rest and sightseeing, and the residential roof should not be designed as a violent sports venue; Green space on the roof should be separated by transparent partition walls, and fire exits must be set aside.
(3) The greening design scheme must have structural layers such as drainage, water filtration, water conservation and fertilizer conservation, and the surrounding of the cultivation substrate should be protected and slopes should be found. According to the roof conditions, the filtering device should have 3-5 channels, and the drainage pipe should not be blocked by matrix loss caused by typhoon and rainstorm.
(4) Plant selection should be drought-resistant, barren-resistant and wind-resistant, as well as non-root plants, and less varieties with strong roots, so as not to damage the roof structure.
(5) The lighting system, background music and other professional designs of the greening design scheme must comply with the relevant design specifications, and it is not allowed to pull wires at will, which may cause potential safety hazards.
(6) Sprinkling irrigation facilities should be considered for the roof planted with greening plants, and practical waterproof and drainage measures should be taken. The sprinkler irrigation facilities of newly-built houses should be designed and constructed once with the main structure.
(seven) before the greening construction of old houses, the roof should be treated for seepage prevention and leakage prevention, and the acceptance should be carried out in accordance with the relevant waterproof specifications.
(eight) the roof of the roof garden (excluding the top of the high-rise podium), buildings and structures with a height of more than 2.2 meters or fixed roofs shall not be built.
(9) No design exceeding the height of the parapet shall be built along the parapet 1.2m, and no flowerpot shall be placed on the daughter's wall.
(ten) roof greening must pay attention to the prevention and control of pests and diseases, to avoid breeding mosquitoes, flies and rats. Do not use odorous fertilizers, grow vegetables on the roof, and raise poultry, livestock and pigeons.
(eleven) the roof does not advocate the use of plastic turf and other materials that may cause urban garbage and environmental protection.
(12) The beautification and greening of the same roof should be implemented after unified planning by the housing management unit to protect the coordination of roof environment.
