At present, the work of raising funds to build houses in the mining area of North China Oilfield has been carried out in an all-round way, and the focus of housing construction in 20 12 is to start improving housing construction. In order to make families in mining areas understand the improved housing policy and grasp whether to buy improved housing according to their own economic strength, the relevant regulations and policy points of improved housing are briefly introduced as follows:
First, the definition of "improved housing"
"Improved housing" refers to the newly-built commercial housing developed by the real estate development enterprises of North China Oilfield Company in the form of commercial housing development, or by the cooperation between North China Oilfield Company and local real estate development enterprises, aiming at improving the living conditions of the families of oilfield personnel in mining areas.
"Oilfield personnel" refers to the personnel of all units in North China Oilfield Mining Area affiliated to China Petroleum and Natural Gas Corporation (including the separation and restructuring of social functions of relevant units), which are divided into three categories: on-the-job contract personnel, retirees and paid workers who terminate their labor relations.
Second, housing improvement methods
There are two ways to improve housing: one is "demolition and improvement"; The second is "general improvement".
"Demolition and reform" refers to the demolition of the original housing in the oil field and mining area of the property owner and the construction of new housing in the original site; "General improvement" refers to the purchase of newly developed commercial housing by families of "oilfield personnel" who are not within the scope of "demolition and construction improvement".
Three, "demolition and transformation" of the relevant provisions and policy points
1. Because the government only explicitly gives preferential policies to demolish and build dilapidated houses on the spot, all mining areas can only implement "demolition and improvement" on the spot if they want to use the renovation policy of dilapidated houses.
2. The "demolition and renovation" project shall be operated by the relevant comprehensive service department according to the area (area) under its jurisdiction. According to the actual situation in the region, the comprehensive service office introduces reputable and powerful developers and organizes "demolition and reform" on the spot. According to the different conditions of "demolition, construction and reconstruction" in each mining area, the oilfield company gives appropriate subsidies in the form of supporting projects.
3. "Demolition and reform" is based on the principle of "voluntary residents". The conditions are met, one is mature, one is implemented, one is mature, and one is implemented.
4. Families participating in the "demolition and reform" can also buy another set (only one set) of "general reform" housing.
Four. Relevant provisions and policy points of "overall improvement"

1. Cooperative development of residential projects. Using about 320 mu of land around Wanzhuang by Langfang Changyue Real Estate Company, it is planned to build more than 2,800 cooperative houses.
2. Use the existing land development projects in Wanzhuang mining area. Taking the asset bank of Huaxing Comprehensive Service Office as the breakthrough point and the demolition and construction of mining area as the starting point, we will improve the overall planning, development and construction.
Renqiu mining area:
1. Land vacated by five or six blocks (Zone B and Zone E in Renqiu Mining Area, reserved land in Bohai North Area; Equipment supply department transport brigade, etc. ) about 280 acres, planning to build more than 3,000 houses.
2. It is planned to requisition 150 mu of land on the east side of "Venture Home" to improve housing construction.
3. Demolition of No.1 Oil Production Plant and relocation of engineering team. More than 300 mu of construction land will be set aside for improving housing construction.
Other peripheral mining areas: According to the principle of combining independent development with group purchase, perfecting housing construction plan is also under planning.

V. Arrangement and House Selection

2. Community management. Oilfield companies set up "community service stations" (set up "neighborhood committees") or local governments send "neighborhood committees". Community management institutions undertake publicity and education, spiritual civilization construction, public security and stability, dispute mediation, community culture, party building, family planning, poverty alleviation and other management functions, and coordinate the relationship between property companies and owners.
Seven, property and water, electricity, heating and other related expenses.
1. The cost of improving the water, electricity, gas, heating and property of the house shall be paid by the residents themselves according to the market price stipulated and approved by the local government.
2. After residents live in "generally improved" houses, if the original houses are not sold, they can choose one of the policies of receiving IC card subsidies in the original houses and reimbursing property heating fees for improved houses; If the original house has been sold, the water, electricity and heating property subsidies of the original house will be automatically cancelled, and the heating and property fees for improving the house can be reimbursed.
3. After living in the "demolished" house, residents can enjoy subsidies for water, electricity and heating in the exchange area, issue IC cards, and pay property fees and heating fees outside the exchange area; Or after paying the property fee and heating fee according to the full area of the "demolished" house, it will be reimbursed to the comprehensive service office where the original house is located according to the reimbursement policy.
