How to understand the leading role of the party Committee and government in community construction

Community Party organizations are the basis of all the Party's work and combat effectiveness in the community and the leading core of all kinds of community organizations and work. In order to give full play to the leading core role of community party organizations, further promote social management innovation, improve the level of community service to the masses, service development and society, and accelerate the process of building a civilized and harmonious community in our city, according to the requirements of the Central Committee and the Provincial Party Committee on promoting the construction of a harmonious community, combined with the actual situation in our city, we hereby put forward the following opinions on giving full play to the leading core role of party organizations in building a civilized and harmonious community:

First, establish and improve the community organization system with the party organization as the core.

1. Optimize the setting of community party organizations. According to the needs of work and the actual construction of community party organizations, the Party's General Branch Committee shall be established in qualified communities, and the basic organizational structure of street party committees, community party branches, community party branches and building party groups shall be implemented. Accelerate the establishment of party branches in various cultural and sports associations and social organizations in the community, and establish functional party groups in areas, interests and industries in residential areas. Actively promote commercial buildings, commercial outlets, professional markets and "two-oriented" organizations to establish party organizations and carry out party work, and achieve "double coverage" of party organizations and work.

2. Improve community self-governing organizations. Strengthen and improve the construction of neighborhood committees, and select the members of community neighborhood committees. Improve other mass autonomous organizations, set up democratic councils in communities, and set up management committees and owners' committees in residential areas. According to the scale of the community, a number of management groups are set up, which are composed of party group leaders, building directors, health committees, public security committees, cultural and sports committees and property managers. The director of the community management committee is the secretary of the community party branch, and the members are composed of property companies, owners' committees, comprehensive management and stability maintenance and other relevant responsible personnel. Managers of property companies with standardized management and large service radius, and heads of owners' committees in large communities can serve as deputy directors of neighborhood committees through democratic procedures. We will implement grid-based overall management of party building, civil affairs and comprehensive management, and further strengthen the management and service of autonomous organizations to communities.

3. Develop community social organizations. According to the needs of development, community party organizations should constantly cultivate, develop and expand social charitable organizations, popular science organizations, mass cultural and sports organizations and various social organizations that provide life services for the elderly, the disabled and the needy, and create convenient conditions for them to carry out service activities. By 20 15, there will be 800 community social organizations in the city. For newly established social organizations, the registration and filing system should be implemented. Those who do not have the registration conditions shall be filed by the community party organization. After meeting the registration conditions, apply to the civil affairs department for registration.

4. Improve the community volunteer service network. Further strengthen the standardized construction of community volunteers, implement the registration management system of community volunteers, and encourage and guide community residents to participate in community volunteer services and public welfare activities. Each community should set up a volunteer service station and recruit volunteers according to the proportion of 5- 10% of the total population. At least 1 volunteer service teams should be established in each residential area. Community cadres and party member, who live in the community, should join the volunteer service team, and strive to reach the registration rate of community volunteers above 10% of the total population by 20 15 years, so as to effectively improve the ability and level of community service.

Second, straighten out the working relationship between community party organizations and related organizations.

5. Strengthen the leadership of residents' committees. Community party organizations should constantly strengthen their own construction, improve their working methods, support and guarantee the residents' committees to fully exercise their functions and powers, and help solve the difficulties and problems existing in the work of community residents' committees in time. It is necessary to lead, guide and urge neighborhood committees to carry out in-depth practical activities of community democratic self-government with democratic election, democratic decision-making, democratic management and democratic supervision as the main contents, and improve the dynamic self-government mechanism of community residents led by party organizations. Members of community party organizations and community neighborhood committees cross posts, improve the relevant system of community party organizations leading community neighborhood committees to carry out their work, ensure the close integration of community party building and harmonious community construction, and ensure that the party's work is implemented.

6. Support social organizations and voluntary service organizations to participate in community management services. Community party organizations should actively coordinate all kinds of social organizations within their jurisdiction to carry out activities around serving residents, and provide them with assistance in organizing operations, venues and service facilities. For social organizations that play an outstanding role in community management services and are well received by residents, we should actively strive for the government's policy of "replacing compensation with awards" to give rewards or coordinate sponsorship and support from all walks of life. To guide all kinds of community volunteers to participate in community management and services extensively, we should not only organize community residents to carry out mutual assistance services, but also vigorously support community volunteers to participate in community public welfare activities, making them an important force to promote community work.

7, strengthen the guidance and supervision of property companies within the jurisdiction. Give the community party organizations the supervision and management of the property companies under their jurisdiction, and implement the dual management of the property authorities and the community party organizations. Full implementation of the residential property access system, where property companies enter the residential area to carry out property services must be approved by community party organizations, and conditional street community party organizations can also set up property companies to directly participate in property management. At the end of each year, community party organizations should organize owners' committees or residents' representatives to evaluate the services of property companies. If the satisfaction rate of the masses is less than 50%, the property service contract shall be terminated according to law.

8. Coordinate the construction of * * * resident units. Actively promote regional party building, study and explore the "big party Committee system" in the community, and select the person in charge of the party organization stationed in the unit as the "part-time member" of the community party organization. In-depth implementation of the "eight consecutive eight * * *" mechanism, establish and improve the system of joint meetings and notification of major issues, strengthen communication between community party organizations and grass-roots party organizations of various units in the region, and units stationed in the region should open services, public welfare and social undertakings to the community and provide human, material and financial support for the community. Further strengthen the responsibility of * * * resident units in the construction of * * *. At the beginning of each year, the organization department of the county (city, district) committee takes the lead in organizing resident units to sign a * * * construction agreement with their communities, making a * * * construction commitment, and guiding and urging resident units party member and their employees to actively participate in community construction.
