You can complain to the neighborhood Committee of your community or to the local property association. I think what you said is all trivial things in life. You'd better find the former. After all, it is a place to live, and communicate with them more. Sometimes the property is the kind that you praise it, the more willing it is, the more you resist it, the less it will help you solve the problem, hehe.
