Property management implements a management system that combines owner autonomy with professional services, community management with government support, and follows the principles of openness, fairness, honesty and credit, market competition and management according to law. Fifth city real estate administrative department is the administrative department in charge of the city's property industry, responsible for the management, supervision and guidance of the city's property industry.
Autonomous county and district property administrative departments shall be responsible for the supervision and management of property management activities within their respective jurisdictions.
Neighborhood offices and township (town) people's governments shall, under the guidance of the property administrative departments of autonomous counties and districts, do a good job in the specific work of property management activities within their respective jurisdictions.
Community residents' committees shall be responsible for the coordination and service of property management activities in this region according to law.
Planning and construction, price, industry and commerce, finance, public security, fire protection, civil affairs, comprehensive law enforcement, environmental protection, quality supervision and other relevant administrative departments shall, according to their respective responsibilities, do a good job in property management according to law. Chapter II Newly-built Property and Early-stage Property Management Article 6 Public service facilities within the property management area shall be planned, designed and constructed in strict accordance with the standards and norms stipulated by the state and the province.
The planning and construction administrative department shall, when issuing the planning permit, review the planning and design of public service facilities in the property management area, and the public service facilities shall meet the planning requirements.
The property management area shall be divided by the administrative departments of property of autonomous counties and districts according to regulations. The development and construction units shall make signs of real estate management and publicize them. Ninth new residential public service facilities shall meet the following conditions:

(two) the rainwater and sewage into the urban rainwater and sewage drainage system;
(three) residential electricity into the city power supply network, and install household meters;
(4) in the area covered by urban pipeline gas and central heating backbone network, complete the laying of indoor and outdoor residential gas and heating pipelines and connect them with corresponding pipe networks, and install household gas meters, household heating meters and control devices;
(five) telephone communication lines, cable TV lines and broadband data transmission information ports are laid to households, safety monitoring devices and other safety facilities and equipment, letter boxes, etc. Whether it is in place according to the planning and design requirements;
(six) in accordance with the planning requirements to complete the construction of public fire control facilities such as fire water supply and fire truck access;
(seven) there are direct roads between residential roads and urban roads or expressways;
(eight) in accordance with the planning requirements to complete the construction of public services such as education, health, transportation, sanitation, business services, property services and government management;
(nine) in accordance with the planning requirements to complete the greening construction and garage, parking space configuration;
(ten) the residential area is built by stages, and the surrounding sites and construction sites of the completed residential area shall be provided with effective isolation facilities;
(eleven) other conditions stipulated by laws and regulations. Article 10 The development and construction unit shall be responsible for the investment of professional public service supporting facilities such as water supply, power supply, gas supply, heating, communication, cable TV and broadband data transmission to user terminals within the property management area, and entrust units with design, construction and supervision qualifications to design, construct and supervise according to law, and design, construct and accept simultaneously with the main project.
When the professional public service facilities are completed and accepted, all professional business units shall issue on-site acceptance reports.
All kinds of professional public * * * service facilities are received by professional business units after signing an agreement with the development and construction units, and each professional business unit is responsible for daily management and maintenance from the date of receipt.
