In accordance with the requirements of the municipal party committee and municipal government for the development of night economy and the Guiding Opinions on Encouraging the Establishment of Convenience Stalls to Promote the Development of Night Economy during the Epidemic Period, we will further coordinate the prevention and control of epidemic situation and economic development, and help to do a good job in recovery. Combined with the actual situation in our district, it is decided to temporarily add 4 convenience stalls on the basis of the original 30 convenience stalls and delimit 6 night characteristic blocks. The relevant matters are hereby notified as follows:

I. Basic information

Add 1 temporary convenience stalls in Beiyuan Street, Weizhou Road Street, Wenguang Street and Shilibao Street respectively; Delineate six characteristic blocks in Taihua District, Sunshine 100 Square, wanda plaza and other areas; Large supermarkets in the area have been approved by the competent department and obtained the examination and approval procedures. They can use their own area outside the store to carry out outdoor promotion activities on holidays or when holding special activities such as opening and celebrations. Encourage a moderate expansion of the number of stalls in the convenience market, appropriately extend the opening and closing time of the market, and reasonably reduce management costs; Encourage the establishment of seasonal vegetables, fruits and other sales points in specific areas with the consent of the owners' committee of residential areas.

Second, the business needs

Strictly abide by laws and regulations. Operators shall abide by national laws, regulations and rules, abide by social morality and business ethics, be honest and trustworthy, operate in a civilized manner, and consciously accept the supervision and management of the government and relevant departments.

Food stalls to implement the filing system. Operators engaged in food business activities shall go to the local neighborhood offices for the record, meet the food safety requirements stipulated in the Regulations on the Administration of Small Food Workshops and Food Stalls in Shandong Province, which are compatible with the scale and conditions of production and operation, and shall not sell expired, deteriorated or unqualified food to ensure food hygiene, non-toxic and harmless. It is strictly forbidden to fry, cook, barbecue and other food production on site.

Keep the environment clean. Equipped with garbage collection containers, it is not allowed to throw sewage and dump garbage indiscriminately, and consciously keep the environment around the stalls clean and tidy, so that "people walk clean and the stalls are clean".

Noise is strictly prohibited from disturbing people. Don't shout with a trumpet to attract customers. Performing arts activities held in characteristic blocks should be reported to the relevant departments for examination and approval, and strictly implemented in accordance with the regulations. It is forbidden to disturb the people by high notes.

It is forbidden to occupy blind roads and fire exits. Set up stalls in the area above the kerb, put vehicles and tools in an orderly manner, and shall not occupy blind roads, fire exits and parking spaces, obstruct traffic, or damage municipal facilities and green seedlings.

Third, work measures.

Strengthen service supervision and management. Comprehensive administrative law enforcement, public security, commerce, market supervision, sanitation, gardens and other departments and their streets and supervision enterprises will strengthen service guarantee according to the actual work to provide convenience for business households; Strengthen duty inspections and maintain the business order and city appearance and environment of temporary convenience stalls and characteristic blocks. Operators who violate regulations and disobey management will be punished according to the Law of People's Republic of China (PRC) on Public Security Administration Punishment, the Regulations on Urban Road Management and the Measures for the Administration of Urban Appearance and Environmental Sanitation in Shandong Province. If it constitutes a violation of public security administration, it shall be punished according to law; If a crime is constituted, criminal responsibility shall be investigated according to law.

Strengthen the management of city appearance order in the jurisdiction. The roads in the central city are narrow, with a large flow of people and vehicles, and there are great security risks in occupying roads and operating outside stores. In order to ensure safety, other units and merchants along the street in the jurisdiction should consciously abide by the urban management regulations, strictly implement the responsibility system of "five packages in front of the door", and prohibit mobile vendors from occupying the road. Sub-district offices and relevant functional departments should strengthen publicity and education on violations or complaints, and impose administrative penalties on merchants who refuse to obey management despite repeated admonitions, so as to ensure orderly and orderly jurisdiction.
