Article 8 According to relevant laws and regulations and property rights registration (or house sales contract), the owner has the right to possess, use, profit from and dispose of the following exclusive parts of buildings such as commercial houses:

Chapter III Obligations of Owners

Ninth owners in the property management activities, shall fulfill the following obligations:

(five) in accordance with the provisions of the property service contract, pay the relevant fees of property management services in full and on time;

Article 10 The owner shall enjoy the rights and assume the obligations for the part of * * except the proprietary part; Never give up your rights or fulfill your obligations.

Chapter IV Use of Property

Twelfth owners use the property shall not endanger the safety of buildings, shall not harm the legitimate rights and interests of other owners, shall not interfere with the normal use of the property by other owners.

Article 13 Owners shall abide by the provisions of laws and regulations, and properly handle the relationship with neighboring owners in terms of power supply, water supply, heat supply, gas supply, drainage, transportation, ventilation, lighting, decoration, environmental sanitation and environmental protection in accordance with the principle of being conducive to the use, safety, neatness, fairness and rationality of the property and not harming the interests of the public and others.

Article 14 The owners and users of the property shall use the property according to the design purpose, and shall not change the use purpose of the house in violation of the provisions of laws, regulations and this management agreement, and shall not change the house into a business room, or change the room without waterproof into a bathroom or kitchen. If it is necessary to change the design purpose of the property due to special circumstances, in addition to abiding by laws and regulations, the owners shall, after obtaining the written consent of the interested neighboring owners and the owners' committee authorized by the owners' congress, report to the relevant administrative departments for approval, and send the materials approved by the relevant departments to the property service enterprises or other managers before construction or put into use.

Fifteenth owners to decorate the interior of the house, shall abide by the following rules:

Sixteenth owners and property users shall abide by the regulations on the use and management of elevators in the property management area.

Seventeenth driving and parking vehicles in the property management area, should abide by the rules of driving and parking vehicles formulated by the property service enterprises or other managers in the property management area. According to the agreement of the property service contract, the standard of vehicle parking service fee belongs to all owners, and the standard of parking space occupation fee is formulated by the owners' meeting.

Eighteenth owners to transfer or lease the exclusive part of the property, this Ordinance should be regarded as an annex to the exclusive part transfer contract or lease contract. And abide by the following provisions:

(1) When renting a house, the owner shall inform and require the lessee to abide by the property management system and this management statute. When the owner transfers the property, this management statute is equally binding on the property successor.

(2) After the owner rents or transfers the property, the parties concerned shall, within 3 0 days from the date of signing the contract for the sale or lease of the exclusive part of the property, inform the owners' committee, the property service enterprise or other managers in writing of the situation of renting or transferring the property and the communication method of the property user or heir.

(III) When handing over the exclusive part of the property, the owner shall settle the property service-related expenses, water, electricity, heating and other expenses and special maintenance funds with the property service enterprise or other managers.

(four) the lease of houses shall abide by the relevant laws, regulations and policies, respect social morality, and shall not endanger the safety of property or damage the legitimate rights and interests of other owners. (seven) when signing a lease contract with the lessee, the owner shall make a written agreement on the obligation to pay the fees related to property management services. If it is agreed that the lessee shall pay the related expenses of property services, the owner shall bear joint and several liabilities from the agreement.

Nineteenth owners, property users in the process of using the property, in addition to laws, regulations and policies, the following acts are prohibited in the property management area:

(a) to change the structure and appearance (including color, shape, specifications, etc.) of external walls, doors and windows, balconies and other facilities, and to change the design purpose, function and layout without authorization.

(two) illegal chisel, demolition, erection, construction of housing load-bearing walls, beams, columns, slabs and balconies;

(three) occupy or damage all the stairs, passages, corridors, roofs, platforms, roads, green spaces, property service houses, bicycle houses (sheds) and parking lots (garages) owned by the owners.

(four) damage or unauthorized removal, interception, change, transformation of power supply, water supply, gas supply, communication, drainage, sewage, fire control and other facilities and equipment;

(five) illegal construction of buildings and structures;

(6) Failing to pile up articles, dump garbage, sewage or litter according to regulations;

(7) stacking inflammable, explosive, toxic, radioactive or overloaded articles in violation of regulations, discharging toxic, harmful and dangerous substances, raising poultry and pets in the open air, affecting the public environment, destroying green space, etc. ;

(eight) trample, occupy green space, damage, graffiti landscape architecture;

(nine) paste, hang, graffiti, sculpture, graffiti, billboards, etc ... Affecting the appearance of the city or the property;

(ten) stop at will, honk or otherwise make noise exceeding the prescribed standards;

Chapter V Property Maintenance

Twenty-fourth property services companies or other managers to repair and maintain the property * * * parts, * * facilities and equipment, the relevant owners and users must cooperate.

Twenty-fifth owners and property users shall not infringe upon the legitimate rights and interests of other owners or harm the public interest.

Twenty-ninth property in the use of the process of security risks, has or will endanger the public interest and the interests of others, the responsible person should be timely emergency maintenance; If the responsible person fails to perform or is unable to perform emergency maintenance obligations and needs to enter the exclusive part of the property for emergency maintenance, the property service enterprise or other managers can enter the property for emergency maintenance under the witness of more than two people, including the public security organ, the community residents' committee and the owners' committee, and the expenses arising from the maintenance shall be borne by the responsible person.

In order to prevent water, gas leakage or fire and the above disasters from being dealt with in a timely and effective manner, the owners and property users should take the initiative to reserve the emergency contact numbers of major family members to the property service enterprises or other managers.

In the case of gas leakage, power leakage, fire, water pipe rupture, saving lives, assisting public security organs to perform tasks and other unforeseen circumstances, owners and property users should actively cooperate with property service enterprises or other managers to take emergency measures when the above disasters occur.
